The National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office reported suspicions to the former Deputy Minister of Agrarian Policy and Food, as well as the former Deputy Head of the District State Administration.

According to media reports, this is former Deputy Minister Volodymyr Topchiy, who previously held the position of Director of the Department of Agriculture and Technical Policy in the Agricultural Complex of the Ministry of Agrarian Policy.

On March 19, 2025, under the procedural guidance of the SAPO prosecutor, NABU detectives were notified of suspicion of abuse of office and official forgery, which resulted in millions of losses to the state, against the former Deputy Minister of Agrarian Policy and Food of Ukraine and the former Deputy Head of the District State Administration. The actions of the suspects were qualified under Part 2 of Article 364, Part 1 of Article 366 of the Criminal Code of Ukraine

According to the investigation, in 2018, Topchiy, as director of the agriculture department of the Ministry of Agriculture and Food, acting together with the deputy head of the Regional State Administration, illegally secured the payment of state aid to an enterprise in the field of crop production.

It was about UAH 27 million, which was allocated as compensation for the purchase of planting material.

However, in reality, such products were not purchased, but were a contribution to the authorized capital of the enterprise from the sole founder.
