Based on the materials of the NABU pre-trial investigation, the prosecutor of the SAPS sent an indictment to the court accusing the former mayor of the city of Sumy and his accomplice, the former director of the infrastructure department of the Sumy city council, of asking for and receiving an illegal benefit in a particularly large amount, namely UAH 2,130,000

On October 9, 2023, the Investigating Judge of the State Criminal Court of Ukraine granted the request of the law enforcement officers and removed the mayor of Sumy, Oleksandr Lysenko, who was found guilty of bribery.
According to the investigation, the mayor of Sumy, Oleksandr Lysenko, together with the director of the infrastructure department, Oleksandr Zhurba, demanded an illegal benefit for resolving the issue of establishing by the executive committee of the city council for a legal entity a new economically justified tariff for handling household waste and not creating artificial obstacles in the enterprise's business activities.
In November 2022 and October 2023, the investigation documented the receiving of illegal benefits in the amount of UAH 2,130,000.
