Scheme to Evade Mobilization Uncovered in Rivne Region
In the Rivne region, the head of the community and the local law enforcement officer organized a scheme that allowed conscripts to avoid mobilization through fictitious criminal proceedings, the Rivne Regional Prosecutor's Office and the State Criminal Investigation Department report.
The investigation established that the head of one of the districts of the Radyvyliv City Council, together with a law enforcement officer, made money on the desire of evaders to avoid service. During the delivery of the summons, the headman hinted to the men about the possibility of avoiding mobilization, and the law enforcement officer opened fictitious criminal proceedings against them. As part of these cases, conscripts were given a conditional sentence of 1-2 years, which allowed them not to serve during the investigation and "serving" the sentence.
The "service" cost approximately 100 thousand. hryvnias, but for those who were already wanted according to the materials of the TCЗ, the price increased by almost 10%.
The scheme was valid from March to May 2024. In May, a law enforcement officer was arrested red-handed while receiving money. The ex-law enforcement officer is accused of obstructing the activities of the Armed Forces of Ukraine, obtaining an illegal benefit based on a prior conspiracy combined with extortion (Part 2 of Article 28, Part 1 of Article 114-1 and Part 3 of Article 368 of the Criminal Code of Ukraine).
The head of the district is accused of obstructing the activities of the Armed Forces of Ukraine based on a prior conspiracy and inciting the granting of an unlawful benefit (Part 5 of Article 27, Part 1 of Article 369, Part 2 of Article 28, Part 1 of Article 114-1 of the Criminal Code of Ukraine) .
The old man faces from 5 to 8 years in prison, and the policeman - from 5 to 10 years, with confiscation of property and a ban on holding certain positions for 3 years. As part of the investigation, three more persons were also notified of the suspicion of receiving an illegal benefit, who may face up to 4 years in prison.
