Kropyvnytskyi official released on personal recognizance

On March 21, the Kirovsky District Court of Kropyvnytskyi chose a preventive measure in the form of a personal bond for an employee of the city education department, who is one of five suspects in the embezzlement of budget funds in a particularly large amount and official forgery. She asked not to show her face and not to indicate her name and surname.
This was reported to the Public Prosecutor Iryna Kucherenko.
She and prosecutor Margarita Koval requested that the suspect be given a preventive measure – a bail of 608 thousand hryvnias.
Currently, evidence, reports and notifications on the detection of criminal offenses, witness statements in this criminal proceeding, expert opinions and results of forensic economic examinations have been collected. According to them, it was established that excess budget money was transferred under energy service contracts. In particular, for preschool educational institution No. 69 'Krystalyk' the amount is one million 172 thousand 61 hryvnias, for preschool educational institution No. 71 'Katerynka' – 573 thousand 985 hryvnias, for preschool educational institution No. 61 'Gnizdechko' – 510 thousand 723 hryvnias and for 'Girnychay Gymnasium' – 975 thousand 289 hryvnias
The suspect has been working in the education department since 2006, receiving a salary of 13–14 thousand hryvnias. She does not admit her guilt.
"I did not do anything illegal and I do not admit my guilt. I did not collect indicators from educational institutions, they reported directly to the utility company 'Teploenergetik', which then generated the bills."
The suspect's lawyer, Serhiy Salyuk, requested a lower bail amount or a personal bond.
“The defense objected to the satisfaction of the motion filed by the investigator. The basis for applying a preventive measure is the presence of a reasonable suspicion that a person committed a criminal offense, as well as the presence of risks. Among the documents and evidence with which the prosecution substantiates the content of the reported suspicion, there was no job description. At the same time, it was indicated that my client did not exercise control over compliance with energy service measures. Therefore, the question arises whether her job description included the exercise of control and whether it was actually carried out by another structural unit.”
City Council member Dmytro Terzov and former world champion and current boxing coach and judge Viktor Fesechko said they were ready to take the suspect on bail.
Judge Lesya Haupsheva decided to impose a preventive measure in the form of a personal bond on the suspect.
“To assign the following duties to her: to appear before the investigator, prosecutor in criminal proceedings, and the investigating judge of the court upon first request. Not to leave the Kirovohrad region without the permission of the investigator, prosecutor, or court, and to report any change in her place of residence and place of work.”
