The single whistleblower portal: 3.8 thousand reports per year
Over the year, whistleblowers reported corruption through the Unified Portal 3,800 times
A year ago, on September 6, 2023, the National Agency for the Prevention of Corruption (NACP) launched the Unified Whistleblower Reporting Portal, through which Ukrainians can report on corrupt individuals and their crimes. Since then, the portal has received more than 3,800 messages.
The practical use of the Portal proved that it needs improvement, the department emphasizes. In particular, in order to optimize the processes of connecting organizations to the Portal, in April 2024, the order of its management and the sequence of connecting organizations were changed. In addition, the public part of the Portal has undergone changes, a new search filter of connected organizations has been introduced, a number of technical errors that occurred when submitting messages, etc. have been corrected.
In total, the Portal received more than 3,800 reports during the year, however, the main purpose of its functioning is not the mass of appeals, but the formation of a culture of exposure, which involves a gradual reduction of manifestations of corruption at all levels, - added the NAZC. How this affected the reduction of corruption in the country was not specified in the NAKC.
Among the challenges facing the whistle-blowing institute, the NAKC mentions the correction of gaps and discrepancies in the legislation, as well as the improvement of communication with society in order to develop conscious manifestations of responsible and virtuous behavior in the face of corruption.
In particular, in order to unify the concept of "whistleblower", it is planned to include the definition of this term in the Criminal Procedure Code of Ukraine. Normative regulation is also required for the procedure for a person to obtain confirmation of acquiring whistleblower status and the procedure for a person to appeal relevant decisions. Procedures for protecting whistleblowers and providing them with legal assistance also require qualitative regulation.
A separate issue is ensuring the payment of rewards to whistleblowers. The absence of a proper legal procedure for such payment should not affect the possibility of exercising the whistleblower's right guaranteed by law
