Case story: In January 2022, the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office exposed a prosecutor of the Prosecutor General's Office and his intermediary for fraud and incitement to bribery.
According to media reports, the person in question was Zakhar Antipov, deputy head of the department for preparing materials on disciplinary liability and dismissal of prosecutors from positions in the Department of Personnel and Civil Service of the Prosecutor General's Office.
On January 13, detectives of the National Bureau, under the procedural guidance of SAPO prosecutors and with the assistance of the General Inspectorate of the Prosecutor General's Office, exposed the deputy head of one of the departments of the UCP for incitement to provide illegal benefits and fraud.
The bureau also added that together with this UCP prosecutor, an individual intermediary was exposed. The actions of both suspects were classified under Part 4 of Article 27, Part 2 of Article 15, Part 4 of Article 369, Part 2 of Article 15, Part 4 of Article 190 of the Criminal Code of Ukraine.
According to the Anti-Corruption Prosecutor's Office, the UCP prosecutor and his intermediary received $150,000 in illegal benefits, allegedly for transfer to the leadership of the Prosecutor General's Office. The funds were to be transferred in exchange for a decision to return four cars - a Mercedes-Benz S400 CDI, a Porsche Macan GTS, a Bentley Continental GT, and a Land Rover Range Rover - seized during searches, and for the subsequent closure of the criminal proceedings.
During searches at the suspects' workplaces, as part of the investigation of the above-mentioned facts, NABU detectives seized large amounts of cash. The status of these funds is being checked. NABU and SAPO are carrying out the necessary investigative actions aimed at identifying other possible participants in the crime.
Subsequently, the Supreme Court of Ukraine chose a preventive measure in the form of detention with the alternative of bail in the amount of 2 million 471 thousand UAH.
Later, the High Anti-Corruption Court released Zakhar Antipov on personal recognizance. After that, he mobilized into the ranks of the Armed Forces of Ukraine, and therefore the materials regarding him were allocated to a separate case, and its hearing was stopped.
NABU and SAPO also reported the suspicion to the head of the UCP department, Oleg Halchenko-Avilov.
According to the investigation, they also incited a citizen to provide an illegal benefit allegedly to the leadership of the Prosecutor General's Office for making a decision to return 4 expensive cars (Mercedes-Benz S400 CDI, Porsche Macan GTS, Bentley Continental GT, Land Rover Range Rover) seized during searches, and subsequently closing the criminal case. The funds were supposed to be transferred to the prosecutor's office employees with the involvement of an intermediary, but they kept them.
Today, the head of the department is charged with one episode of the specified crime, namely incitement to provide 100 thousand dollars. His actions are qualified by the signs of the crime provided for in Part 4 of Art. 27, Part 4 of Art. 369 of the Criminal Code of Ukraine. According to journalists, it was about the head of the department of the Prosecutor General's Office Oleg Galchenko-Avilov.
Subsequently, the Anti-Corruption Court released Oleg Galchenko-Avilov, the head of the department of the Prosecutor General's Office, on bail of UAH 1.042 million. The court also ordered Galchenko-Avilov to: appear upon first demand; not leave Kyiv and Kyiv region without permission; report any change of residence; refrain from communicating with witnesses; hand over his foreign passports and wear an electronic bracelet.
On January 3, 2025, the High Anti-Corruption Court found the former head of the Department for the Preparation of Materials on Disciplinary Liability of the Prosecutor General's Office, Oleg Galchenko-Avilov, and his accomplice, Igor Osypovych, guilty of incitement to bribery. They were sentenced to 6.5 and 6 years in prison, respectively.
Persons potentially involved in corruption schemes: former head of the department for preparing materials on disciplinary liability of the Prosecutor General's Office, Oleg Galchenko-Avilov; Igor Osypovych, an accomplice of Galchenko-Avilov.
Assets: in his declaration upon dismissal (2022), Zakhar Antipov indicated that he had the right to use an apartment in Kyiv. At the same time, his common-law wife Olga Belova has her own apartment in the Kyiv region.
Olga Belova also owns two cars: a Honda Accord and a Seat Ibiza (the latter is also used by Antipov).
Antipov's income for almost a month of work was UAH 30,599. At the same time, the couple did not declare any monetary assets.
At the same time, in 2021, Zakhar Antipov's income was UAH 846,319.
Persons who should have reacted: law enforcement agencies responded in a timely manner to the criminal activities of the organized group, handing each of its members a suspicion.
Scandals: Before the corruption scheme, Zakhar Antipov was not seen as a figure in other scandals.
