Qualification: Bakumenko was suspected of taking possession of an apartment by fraud committed under martial law (Part 4, Article 410 of the Criminal Code of Ukraine), which is punishable by imprisonment for a term of 12-15 years. He is also suspected of failing to submit a tax return for 2021 within the specified time frame (Article 366-3 of the Criminal Code of Ukraine).
Status: currently a precautionary measure in the form of a bail of UAH 242,240 has been applied to him.
Case story: In April 2025, a former employee of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, Major General Oleksiy Bakumenko, is suspected of illegally seizing state housing. Having two apartments with his wife, he privatized another official apartment worth almost 4 million hryvnias.
Employees of the National Anti-Corruption Bureau of Ukraine and the Specialized Anti-Corruption Prosecutor's Office charged Bakumenko with fraud committed under martial law. He faces up to 15 years in prison. According to the investigation, despite having two apartments in Kyiv, he requested to be provided with official housing.
In 2021, Bakumenko officially divorced his wife, but continued to live with her. He also gave her his share in one of the apartments. Further events took place in the following chronology:
- On February 13, 2022, Bakumenko submitted an application to be included in the register of military personnel in need of improved housing conditions, and asked to be provided with official housing;
- On February 23, his request was granted — he received an apartment with a market value of 3,835,152 hryvnias;
- in October 2022, he submitted an application for privatization of official housing;
- On November 4, I received a certificate of ownership;
- On November 17, the apartment was finally privatized.
In this regard, Bakumenko was charged with taking possession of an apartment by fraud committed under martial law (Part 4, Article 410 of the Criminal Code of Ukraine), which provides for a penalty of 12 to 15 years in prison. He is also charged with failure to submit a declaration for 2021 within the established time limits (Article 366-3 of the Criminal Code of Ukraine).
A preventive measure in the form of a bail of 242,240 hryvnias was applied to him. In addition, he is obliged to:
- not to leave Kyiv and Kyiv region without permission;
- report a change of residence;
- refrain from communicating with a certain group of people;
- do not visit places where the Military District Directorate of the Ministry of Defense and subordinate military units are located;
- hand over foreign passports for safekeeping.
In 2018, Bakumenko was named in the media as the executive director of the Defense Ministry's GUR. Before that, he held the position of head of the 1st department of the 4th department. He also filed a declaration as an air force attaché at the Ukrainian Embassy in Belarus.

In June 2025, the HIgh Anti-Corruption Court approved a plea agreement concluded with a former employee of the Main Intelligence Directorate of the Ministry of Defense, Major General Oleksiy Bakumenko.
This was reported by the press service of the Ukrainian Anti-Corruption Commission, but it did not mention the name of the person involved. According to media reports, it is Bakumenko.
The High Anti-Corruption Court approved the plea agreement of June 17, 2025, concluded between the SAPO prosecutor and the accused, a former military serviceman. The High Anti-Corruption Court found him guilty of committing an offense under Part 2 of Article 410 of the Criminal Code of Ukraine and sentenced him to a sentence agreed upon by the parties to the agreement in the form of imprisonment for a term of 5 years with deprivation of the right to hold positions related to the performance of organizational, managerial or administrative and economic functions for a term of 1 year.

Assets: in his 2022 declaration, Oleksiy Bakumenko listed three apartments, two land plots, and a garden (summer) house. He also declared a Volkswagen Passat worth 250,000 hryvnias.
Of the monetary assets, Bakumenko indicated 41,100 hryvnias in his wife's bank account, as well as cash savings belonging to her: 50,000 US dollars and 12,800 euros.
