Case story: On September 15, 2025, law enforcement officers in the Ternopil region detained the head of a college (a branch of one of the Ternopil universities). He promised to provide a 41-year-old man with military service with a place to study for $500.
According to local media, the head of the Separate Structural Unit "Zboriv Vocational College of the Ivan Pulyuy Ternopil National Technical University" Ihor Balitskyi has come under suspicion.
Police, together with the SSU and the prosecutor's office, established that the director of a vocational college offered a favor to his acquaintance so that he could avoid serving in the Armed Forces of Ukraine. He estimated his help at $500, the Ternopil region police reported.

Police investigators have charged the director of the institution under Part 3 of Article 368 of the Criminal Code of Ukraine (acceptance of an offer, promise or receipt of an unlawful benefit by an official). The sanction of the article provides for up to ten years of imprisonment with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years, with confiscation of property.
The court is currently deciding on the choice of a preventive measure. The pre-trial investigation is ongoing.
Persons potentially involved in corruption schemes: no information is available from open sources about potential accomplices.
Assets: in the declaration for 2024, already in the position of a city council deputy, Balitsky indicated that he owns only one land plot, while having the right to free residence in a residential building and an apartment in the city of Zboriv. At the same time, his wife Natalia owns a land plot, an apartment and non-residential premises in Lviv. In addition, he declared a garage as an object of unfinished construction.
In addition, Balitskyi declared only a trailer as a means of transport, and his wife declared a Citroen Berlingo car.
Balitsky's income for the same year was 427,019 UAH, his wife Natalia's 364,041 UAH.
The official's wife declared 2,000 euros in cash.
Persons who should have reacted: law enforcement agencies responded in a timely manner to Balitsky's criminal activities, presenting him with a suspicion.
Scandals: Before the corruption scheme, he was not seen as a figure in other scandals.
