Case story: in January 2025, the Strategic Investigations Department of the National Police reported details of the detention of the head of the education department of the Yavoriv City Council, deputy Volodymyr Bayda, on bribery. It turned out that he received a bribe of UAH 821 from a deputy of the Starosambir City Council, local entrepreneur Maryan Yavorsky, who lobbied for the interests of commercial structures in a tender.
As reported on Monday, January 13, by the Strategic Investigations Department of the National Police, deputies of the Starosambir and Yavoriv city councils in the Lviv region are involved in the corruption scheme. They were involved in concluding contracts for the purchase of goods and services using budget funds.
One of the defendants lobbied for the interests of certain commercial structures, and the other (the head of the education department – Ed.) ensured their victory in state procurements. The reward was 5-10% of the total amount of the concluded contracts. Currently, investigators have informed both defendants of suspicion
However, according to media reports, this refers to the head of the education department of the Yavoriv City Council, 45-year-old Volodymyr Baida, whose detention has already been reported. He is also a city council deputy from the "Batkivshchyna" party. As can be seen in the photos released by the police, in the car, next to the money that the investigator is counting, there is a Bible near the driver's seat.
The operatives recorded the facts of the head of the education department receiving 275 thousand and 546 thousand UAH of illegal benefits from a colleague-deputy from the Stary Sambir City Council.
According to ZAXID.NET, Volodymyr Bayda's accomplice was 44-year-old Starosambir MP Maryan Yavorsky.
During the searches, law enforcement officers seized more than 1.6 million hryvnias, 14,500 dollars, 2,500 euros, a car, dozens of bank cards, etc. from the suspects.
Both detainees were informed of the suspicions. Deputy of the Yavoriv City Council Volodymyr Baida for receiving unlawful benefit (Part 4 of Article 368 of the Criminal Code of Ukraine), and deputy of the Starosambir City Council Maryan Yavorsky – for providing unlawful benefit (Part 3 of Article 369 of the Criminal Code of Ukraine). The sanctions of the articles provide for punishment in the form of imprisonment for a term of up to 12 and 8 years, respectively.

Assets: Volodymyr Bayda, head of the education department of the Yavoriv City Council, declared a salary of 525,355 hryvnias for 2023, which is approximately 43,780 hryvnias per month. Volodymyr Bayda only owns an apartment in Yavoriv with an area of 73.8 m2. Its cost as of the date of acquisition, which is December 2003, is 419,434 hryvnias.
In addition, the husband also declared a land plot with an area of 0.1 m2 in Yavoriv, which belongs to his wife.
Its declared value as of the date of acquisition, which is September 2014, is 83,720 hryvnias.
Volodymyr drives two cars. The first is a 2006 Volkswagen Sharan, which he purchased in December 2018 for 107,554 hryvnias. The second car is a 2005 Ford C-MAX, which the man purchased in October 2020 for 33,000 hryvnias.
Mr. Volodymyr also declared his wife's car - a 2009 KIA SPORTAGE. Its value was not indicated in the declaration.
In addition to his own income, Mr. Volodymyr also declared his wife's income for 2023. It amounts to 33,437 hryvnias, which is approximately 2,787 hryvnias per month. We should add that the woman works at the Taras Shevchenko Secondary Education Institution No. 3 of the Yavoriv City Council. Volodymyr Bayda keeps 300,000 hryvnias in cash, and his wife Lyubov has 5,300 dollars in her account at Kredobank.
