Case story: Law enforcement officers suspect the former head of the Manevytska Multi-Profile Hospital of official negligence, which led to UAH 1.5 million in losses. The suspect, who is also a deputy of the village council, faces up to five years in prison.
According to the investigation, the official headed the municipal non-profit enterprise "Manevytska Multidisciplinary Hospital" until 2025. During his leadership, the institution entered into an agreement with the National Health Service of Ukraine to provide medical services under the medical guarantees program, in particular, regarding the treatment of coronavirus.
As the head of the institution, he approved estimates and reports with inflated volumes of medical services actually provided. As a result of these actions, the state suffered losses of over 1.5 million UAH.
The prosecutor's office does not disclose the name of the suspect, however, according to open sources, the hospital was headed by Oleg Begal during the specified period, who is also a deputy of the Manevytsia village council. The official was charged under Part 2 of Article 367 of the Criminal Code of Ukraine (official negligence that caused grave consequences). The sanction of the article provides for up to five years in prison. A pre-trial investigation is currently underway to establish all the circumstances and possibly hold other persons accountable.
We would like to add that Oleg Begal was born on August 5, 1980 in the village of Dobre, Kamin-Kashyrskyi district, Volyn region. He was elected a deputy of the Volyn regional council in district No. 29 from the party "Petro Poroshenko Bloc "Solidarity". In the council, he was a member of the "Solidarity" faction and was the secretary of the standing commission on social protection of the population, healthcare, motherhood and childhood.
Since 2006, Oleg Behal has worked as a traumatologist at the Manevytska Central Hospital, and has headed the hospital since at least 2020. He appears as the director of the institution in declarations from 2021 to 2025 and is mentioned in materials about the hospital's activities, in particular regarding cooperation with the National Health Service .

Assets: in the declaration, Begal indicated a residential building and a land plot in Manevychy, two cars in the family, a salary from medical institutions, cash in dollars and euros, as well as funds in an account at PrivatBank.
The family members listed in the declaration are his wife Yulia Viktorivna Begal and two sons — Oleg Olegovich Begal and Maksym Olegovich Begal.
Oleh Begal owns a land plot with an area of 105 m² in the village of Manevychi, Volyn region, acquired on December 29, 2014. He also declared a residential building with an area of 183.3 m² in Manevychi, acquired on March 26, 2014. The cost of the building on the date of acquisition of the right is UAH 733.2 thousand.
In the vehicles section, two cars were declared: a 1991 Mercedes 250D, purchased on March 19, 2016, owned by his wife Yulia Begal; a 2009 Mercedes-Benz E200, purchased on January 5, 2022, owned by Oleg Begal, cost on the date of acquisition of the right — UAH 172.1 thousand.
