Case story: In early October 2025, the HIgh Anti-Corruption Court approved a plea agreement with the former acting head of the Court Security Service, Oleh Biletsky. He was sentenced to 5 years of suspended imprisonment.
As indicated, Biletskyi made a deal with the investigation. According to the prosecution, Biletskyi incited another person to provide an illegal benefit for his appointment to one of the territorial departments of the State Judicial Administration. The region was constantly changing, as was the plan, but in May 2025, Biletskyi refused to further deal with the issue of employment of this man. Also, ammunition was found on Biletskyi, which he stored without a permit.
Biletskyi pledged to transfer 367,600 UAH and 24,950 USD to meet the needs of one of the military units. In addition, he pleaded guilty in full.
To approve the plea agreement concluded on September 17, 2025 between the head of the Specialized Anti-Corruption Prosecutor's Office and the suspect (Biletsky). (Biletsky) to be found guilty of committing criminal offenses provided for in Part 4 of Art. 27 Part 2 of Art. 15 Part 4 of Art. 369, Part 1 of Art. 263 of the Criminal Code of Ukraine
For the totality of the crimes, Biletsky was sentenced to 5 years in prison, but conditionally, and released on a 2-year probationary period. During this time, he is required to periodically appear for registration with the authorized probation agency; notify this agency of any change in place of residence, work, or study.
Later, the details of the case became known. According to the VAKS, in 2024–2025, Biletsky tried to employ an “interested person” – an employee of the central office of the SSO – in the structure of the State Judicial Administration for money. He promised to use his acquaintances with the leadership of the SJA, in particular with the acting chairman Maksym Pampura.
Oleg Biletsky offered positions in various regions and in the central office of the SJA, valuing them at a price ranging from $30,000 to $70,000. The most expensive position he valued was the position of deputy head of the SJA TU in the Lviv region – $70,000.
Biletsky organized meetings with representatives of the State Administrative Court for the "client":
· December 9, 2024 – in the building of the State Judicial Administration in the Kyiv region
· December 16, 2024 – in the central building of the State Judicial Administration on Lipska Street in Kyiv
· March 28, 2025 – telephone conversation and meeting with the head of the SJA TU in Kirovohrad region
As a result, on April 9, 2025, Biletsky informed the "client" that he should give him $10,000 and a bottle of whiskey as an advance for "securing" the appointment to the position of Deputy Head of the State Judicial Administration in the Kirovohrad region. He estimated the total amount for the position at $30,000.
On April 22, Biletskyi offered the same amount for the position of head of the liquidation commission of the Kyiv Region Court of Appeal, noting that part of the money would "go" to officials of the High Council of Justice.
In May 2025, he proposed a new scheme: first appoint a former colleague to the SJA TU in Poltava region, and after two or three months transfer him to the position of deputy head of the SJA TU in Kirovohrad region. He also explained how to safely contact the head of the SJA TU in Poltava region via WhatsApp. The SSO employee refused this scheme.
On May 19, Biletsky organized a meeting between his ex-colleague and the deputy head of the SSA TU in Kyiv, offering him the position of chief specialist. On May 21, he announced that if the person did not want to leave the SSO, he would no longer be involved in appointing them to a management position in the Kirovohrad region.
In June 2025, Biletsky was searched, during which 367,600 hryvnias, $24,950 and an F-1 combat grenade were seized. Based on these facts, he became a defendant in criminal proceedings under Part 4 of Art. 27, Part 2 of Art. 15, Part 4 of Art. 369 (incitement and attempt to provide unlawful benefit) and Part 1 of Art. 263 (illegal acquisition and storage of weapons and ammunition) of the Criminal Code of Ukraine.
On September 17, 2025, Biletskyi entered into a plea agreement with the investigation, pleaded guilty, and pledged to transfer all the money seized during the search to charity - to the "Return Alive" fund and to support the 19th Army Corps of the Armed Forces of Ukraine.
Oleg Biletsky was one of the “creators” of the Judicial Security Service. In 2019, the first head of the Judicial Security Service, Valery Bondar, suggested that he transfer from the National Guard to the newly created service. In 2019–2022, Biletsky served as the head of the personnel department of the central body of the Judicial Security Service.
After Valeriy Bondar's dismissal in 2022, Biletskyi served as the head of the SSO for four months. He was personally offered this position by the then head of the State Judicial Administration, Oleksiy Salnikov. At the same time, Biletskyi was not the deputy head of the SSO. In December 2022, he left the service due to problems in relations with Salnikov and conflicts with colleagues.
In 2023–2024, Biletskyi worked as the head of the mobilization sector of the Svyatoshynskyi RDA in Kyiv. In the same year, he tried to return to the position of head of the SSO, but the competition ended unsuccessfully for him.
Persons potentially involved in corruption schemes: no information is available from open sources about potential accomplices.
Assets: In his 2024 tax return, Biletskyi indicated that his wife and son jointly own an apartment in Kyiv. It was purchased in 2012 for 746,512 hryvnias. He also declared another unfinished apartment in the capital.


In addition, according to the declaration, in 2020 Biletsky purchased a Volkswagen Passat B8 with a stated value of 300,000 hryvnias.

Biletsky's total income for 2024 was 1,251,227 hryvnias, and his wife's was 594,736 hryvnias.


Biletsky declared 250,000 hryvnias and 10,000 dollars in cash (as did his wife).

Persons who should have reacted: law enforcement agencies responded in a timely manner to Biletsky's criminal activities, presenting him with a suspicion.
Scandals: Before the corruption scheme, Biletsky was not seen as a figure in other scandals.
