Case story: On January 15, 2026, the State Bureau of Investigation detained four servicemen and a businessman for stealing UAH 47 million from defense procurement. This was reported by the State Bureau of Investigation and the Prosecutor General's Office on Thursday, January 15. Law enforcement officers are not disclosing the names of the suspects, but according to Ukrainska Pravda, the organizer of the criminal scheme is Andriy Borodin, the former commander of the 60th Separate Mechanized Ingulets Brigade.
According to investigators, the money-laundering scheme was organized by the then brigade commander in the Donetsk region and involved three subordinates and an entrepreneur through whom the money was transferred into cash.
It was established that from April to December 2024, the defendants concluded 37 contracts for the alleged supply of FPV drones and collimator sights. However, in reality, the drones, which cost millions of hryvnias, did not arrive at the unit, and the sights were replaced with cheaper ones that did not meet the requirements. According to the forged documents, the military unit allegedly purchased 1,815 drones to hide their absence, indicating that they were used in combat operations.
The members of the organization prepared fictitious documents in advance – “marketing research”, contracts, acts and invoices – to justify purchases from the right companies. After that, the money was converted into cash and divided among themselves.
The State Bureau of Investigation uncovered a criminal scheme and detained the suspects in various regions of Ukraine: Donetsk, Dnipropetrovsk, Kharkiv and Kyiv. During the investigation, investigators conducted more than 20 searches, seized unsuitable optical equipment and ordered more than 70 expert examinations. It is indicated that the fraud in defense procurement caused losses to the state of UAH 47 million.
The former commander and his accomplices were charged with creating a criminal organization, embezzling budget funds during martial law, and entering false information into documents. The court chose preventive measures for the suspects in the form of detention without the right to post bail.
According to open sources, it is known that Andriy Borodin took up the position of commander of the 60th Motorized Rifle Brigade in April 2023. However, in October 2025, the brigade received a new commander, Major Dmytro Rogozyuk.
Individuals potentially involved in corruption schemes: in addition to Borodin, the scheme also includes three subordinate military personnel and a civilian — the owner of the firms through which the money was transferred into cash.
Assets: There are no declarations of Borodin's income in open sources.
Persons who should have reacted: law enforcement agencies responded in a timely manner to the criminal activities of Borodin and his accomplices, charging them all with suspicion.
Scandals: Back in July 2025, the head of the medical post of the 3rd mechanized battalion of the 60th separate mechanized brigade, Andriy Zotya, reported on systematic violations of the rights of servicemen, which, according to him, are taking place under the leadership of the brigade commander, Andriy Borodin. Zotya noted that he was aware of cases of concealment of medical losses that were not recorded in the combat log.
