Case story: In June 2025, NABU and SAPO informed the current Deputy Prime Minister of Ukraine, who previously held the position of Minister of Development of Communities and Territories of Ukraine, about suspicion of abuse of office and obtaining illegal benefits in a particularly large amount for himself and third parties. He became the sixth suspect in the case of a large-scale corruption transaction in the construction sector with the participation of top state officials.
According to the investigation, one of the capital's developers developed a scheme to illegally obtain a land plot in Kyiv for the construction of a residential complex. To do this, he turned to the head of the Ministry of Regional Development, who, together with the State Secretary of the Ministry of Regional Development, the Minister's advisor, and the director of the state enterprise, created conditions for transferring the plot to this state-owned enterprise. The latter, in turn, illegally concluded investment contracts with the "necessary" construction company.
According to them, the developer was supposed to give the state a part of the future apartments in a quantity proportional to the value of the land plot. In order to minimize this quantity, the land and the buildings on it were valued almost five times cheaper, and the difference between this valuation and the market value exceeded 1 billion UAH. It was this amount that the state would have received less real estate in the event of the execution of the contracts. This was prevented by the seizure of the plot, imposed at the request of the NABU and the SAPO.
For the successful implementation of the deal, the developer "rewarded" the minister and the persons designated by him with a significant discount on apartments in already constructed residential complexes. With it, the cost of a square meter was from 1 thousand UAH to 8 thousand UAH, with the minimum market value of such apartments being about 30 thousand UAH per sq. m. Thus, the minister received an unlawful benefit in the form of a discount for a total amount of more than 14.5 million UAH.
At the request of the NABU and the SAPO, most of the illegally obtained apartments were also seized.
The actions of the ex-minister are qualified under Part 2 of Art. 15 Part 2 of Art. 28 Part 2 of Art. 364, Part 4 of Art. 368 of the Criminal Code of Ukraine. The issue of choosing a preventive measure for him is being resolved.
Deputy Prime Minister and Minister of National Unity Oleksiy Chernyshov, who is suspected of abuse of office and receiving illegal benefits in a particularly large amount, has filed a motion to postpone the hearing of the Supreme Anti-Corruption Court scheduled for June 25.

The National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office are requesting the removal of Oleksiy Chernyshov from the position of Deputy Prime Minister - Minister of National Unity.

NABU and SAPO have filed a petition with the Supreme Anti-Corruption Court to remove the current Deputy Prime Minister from office.
Subsequently, the High Anti-Corruption Court applied a preventive measure in the form of a bail of UAH 120 million to Deputy Prime Minister - Minister of National Unity Oleksiy Chernyshov, with the assignment of a number of responsibilities.
The detective of the National Anti-Corruption Court and the prosecutor of the Specialized Anti-Corruption Prosecutor's Office requested that Chernyshov be placed on bail of UAH 120 million. They also requested the following obligations: to appear upon every request; to report any change in his place of residence and place of work; not to leave Kyiv and Kyiv region without permission; to refrain from communicating with other suspects in the case and witnesses.
According to the investigation, developer Serhiy Kopystyra engaged Chernyshov, who held the position of Minister of Community and Territorial Development, to obtain a permit for the development of a land plot in Kyiv at 43 Tiraspolska Street. In return, individuals associated with Chernyshov received a discount on apartments in residential complexes built by Kopystyra's companies.
According to the investigation, Chernyshov engaged his advisor Maksym Horbatyuk to contact Kopystyra on this issue. He also instructed his advisor Maryna Medvedev to deal with the issues of registering apartments for third parties. In particular, housing was registered for Svyatoslav Malashka, Yulia Marchuk and Hanna Drebotii. In return, Chernyshov and former State Secretary of the Ministry of Regional Development Vasyl Volodin transferred the specified land plot under the control of the state enterprise Ukrkomunobslugovuvannya, headed by Alla Sushon. The specified state enterprise concluded agreements with Kopystyra's structures, but the land was never built on, since the plot was seized at the initiative of the NABU and the SAPO.
The motion is partially granted. A preventive measure in the form of a bail of UAH 120 million is applied to the suspect Chernyshov Oleksiy Mykhailovych.
He was also given a list of duties requested by the prosecution.

At the end of July 2025, it became known that the Detectives of the National Anti-Corruption Bureau were investigating the episode of the employment of bodyguards and domestic staff of former Deputy Prime Minister Oleksiy Chernyshov at NJSC Naftogaz Ukraine.
They could receive a minimum salary of UAH 300,000 per month and be exempt from mobilization when Chernyshov headed the state-owned company.

As it is said, the episode about "employment" at Naftogaz was mentioned in the court ruling, according to which Chernyshov's house was searched in June. However, due to the adoption of the scandalous Law No. 12414, which significantly limited the powers of anti-corruption bodies, NABU suspended this investigation.
On August 7, 2025, it became known that the Supreme Anti-Corruption Court did not consider the appeal regarding the preventive measure against former Deputy Prime Minister and Minister of National Unity Oleksiy Chernyshov - the hearing was postponed, and the ruling of the investigating judge remains in force.
The session of the High Anti-Corruption Court, which was supposed to consider the appeal against the preventive measure for Chernyshov, did not take place. According to court representatives, it was postponed due to the workload of the panel of judges. This is not the first time - on July 3, the session of the High Anti-Corruption Court was also postponed for the same reason.

The Appeals Chamber of the High Anti-Corruption Court has seized funds seized during searches at the homes of former Deputy Prime Minister and Minister of National Unity Oleksiy Chernyshov and his wife Svitlana in the context of a case of abuse and receiving unlawful benefits.
As indicated, on July 3, detectives of the National Anti-Corruption Bureau conducted a search of Chernyshov and his wife. During the investigative actions, cash was seized, namely: 36 thousand dollars, 13,620 euros, 89,700 UAH, 1,040 pounds sterling. On July 9, the prosecutor of the Specialized Anti-Corruption Prosecutor's Office filed a motion for their arrest. On August 1, the investigating judge of the Supreme Court of Ukraine Volodymyr Voronko refused to do so, and therefore the SAPO prosecutor filed an appeal.
The appeal of the SAPO prosecutor shall be granted. The ruling of the investigating judge of the High Anti-Corruption Court of August 1, 2025 shall be annulled. A new ruling shall be issued, which shall grant the prosecutor's motion and impose an arrest, with a ban on the possession, use and disposal of the property seized on July 3, 2025 during the search, namely: 360 banknotes in denominations of $100 each; 50 banknotes in denominations of UAH 1,000 each belonging to Chernyshov; 10 banknotes with a denomination of 200 Euros, 30 banknotes with a denomination of 100 Euros, 100 banknotes with a denomination of 50 Euros, 104 banknotes with a denomination of 10 Pounds Sterling, 6 banknotes with a denomination of 500 Euros, 2 banknotes with a denomination of 200 Euros, 1 banknote with a denomination of 100 Euros, 4 banknotes with a denomination of 20 Euros, 3 banknotes with a denomination of 10 Euros, 2 banknotes with a denomination of 5 Euros, 79 banknotes with a denomination of 500 UAH, 2 banknotes with a denomination of 100 UAH, which belong to Chernyshov by right of joint joint ownership
At the end of August, the High Anti-Corruption Court extended the term of the procedural duties of former Deputy Prime Minister Oleksiy Chernyshov for another two months.
It is known that the duties were extended until October 25. In particular, Chernyshov must:
· not to leave the territory of Ukraine without permission and to surrender foreign passports;
· to appear at the request of the detective, prosecutor and court;
· report changes in place of residence and place of work;
· refrain from communicating with other suspects and witnesses in the case.
In mid-October 2025, it became known that the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office were investigating an alleged scheme to launder funds obtained through criminal means by former Deputy Prime Minister - Minister of National Unity Oleksiy Chernyshov.
This was reported by the media, citing sources in anti-corruption agencies, and is confirmed by court case materials.
As is known, NABU and SAPO reported on suspicion of Chernyshov in receiving illegal benefits and abuse of office. After that, Bihus.info journalists established that Chernyshov and his wife are involved in the construction of a cottage town in Kozyn, Kyiv region. Based on the indicated facts, NABU detectives launched an investigation into the alleged legalization of funds obtained by criminal means.
On September 25, NABU detectives searched the office space used by Chernyshov. They seized his tablet and hard drives.
The investigation is verifying that Chernyshov and his wife Svitlana, through the controlled LLC "BLOOM DEVELOPMENT" and the service cooperative "Housing and Construction Cooperative "Sunny Beach", acquired real estate in the form of land plots and houses in Kozyn, thereby possibly committing a crime under Part 3 of Article 209 of the Criminal Code of Ukraine. At the beginning of 2019, Chernyshov was a co-founder of LLC "BLOOM DEVELOPMENT", and then ceded his share in the authorized capital to his wife.
Subsequently, according to law enforcement agencies, the construction and erection of houses on these sites were carried out by persons associated with Chernyshov, in whose names he issued powers of attorney to represent his own interests.
Detectives note that the total income of the Chernyshovs for the period 2019-2024 is UAH 106,047,005. Thus, according to a preliminary assessment by law enforcement agencies, the difference between the official total income of the couple and the cost of one house with repairs is UAH 410,991,745, which, according to paragraph 2 of the note to Part 3 of Article 209 of the Criminal Code of Ukraine, is a particularly large amount.
In November 2025, the former Deputy Prime Minister was suspected of illegal enrichment in the Energoatom embezzlement case. This is former Deputy Prime Minister and Minister of National Unity Oleksiy Chernyshov.

Detectives documented the transfer of more than $1.2 million and almost €100,000 in cash to the suspect and his proxy.
The High Anti-Corruption Court subsequently imposed a preventive measure on former Deputy Prime Minister and Minister of National Unity Oleksiy Chernyshov. He is suspected of illicit enrichment, the Anti-Corruption Action Center writes.
Chernyshov was sent to custody for two months. The suspect can also post bail in the amount of 51.6 million UAH.
Chernyshov himself called the judge's decision "shocking" and "absurd." However, he assured that he was "ready to continue to assist the investigation."
According to the investigation, Chernyshov visited the office of a criminal organization for laundering illegally obtained money. NABU detectives documented the transfer of over $1.2 million and almost 100,000 euros in cash to Chernyshov (codename "CheGuevara") and his wife Svitlana (codename "Professor").
The Central Intelligence Agency notes that one of these tranches was supposed to go to “construction”. It is possible that this is about the construction of four luxurious estates in Koncha-Zaspa, to which Chernyshov is related. Chernyshov received this money in three tranches from the defendants in the case, Oleksandr Tsukerman and Igor Fursenko. The meeting was held under the auspices of the “Intellectual Club”, where Oleksiy Chernyshov was present.
It should be noted that during the court hearing, Chernyshov rejected any accusations made by the prosecutor regarding his involvement in the embezzlement at Energoatom. Commenting on the "Mindich tapes", the former deputy prime minister denied any connection with the defendants in the case.
Oleksiy Chernyshov stated that he condemns any manifestations of corruption and is also ready to provide evidence about corruption at state-owned enterprises.
Two people who wanted to take Chernyshov on bail also arrived at the court. They are the director of the State Enterprise "Research Institute of Construction Production", economist Oleksandr Savchenko, and the hierarch of the Patriarchate of Constantinople, exarch of the Ecumenical Patriarch in Ukraine, titular bishop of Komansky Mykhailo (in the world Mykhailo Anishchenko). The court did not take into account the application of the highest category surgeon, academician of the National Academy of Medical Sciences Oleksandr Usenko, since he was absent.
Already on November 19, 51 million hryvnias of bail were paid for former Minister of National Unity Oleksiy Chernyshov. He is due to be released from pre-trial detention. Investigative journalists from "Schemes" (a project of Radio Liberty) learned who paid this money.
Oleksandr Tananakin, the lawyer of Oleksiy Chernyshov, informed the Public about the bail payment.
The former deputy prime minister's lawyer refused to name those who posted bail for him. Tananakin also reported that Chernyshov has not yet decided whether he will appeal the decision of the HACC on the preventive measure.

According to investigative journalists from "Schemes", a man named Andriy Yaroslavovich Protsyk contributed 30 million hryvnias for Chernyshov.
Journalists managed to reach him by phone to ask about the origin of the money for the bail for the former deputy prime minister. Protsyk did not deny this, but said that he was uncomfortable talking and hung up. At the same time, the Getcontact application indicates that other subscribers have him listed as "Andriy Jurist Vienna", "Andriy Offshore", "Andriy Reider", "Andriy (Spain)".
Procyk is one of the leaders of the law firm “Procyk and Partners,” which was previously called “Solsky, Procyk and Partners.” Mykola Solsky is the former founder of this firm, a former People’s Deputy of the 9th convocation from the “Servant of the People” party, and a former Minister of Agrarian Policy and Food.
In April 2024, NABU informed him of suspicion of organizing a scheme to seize state land worth hundreds of millions of hryvnias while he was working as a lawyer. His court then took him into custody with the alternative of bail, but the money was paid for him and he was released from pre-trial detention.
Another 21 million 600 thousand hryvnias of bail for Chernyshov, according to "Schemes", was paid by a woman named Iryna Mykolayivna Fedorovych. So far, journalists have not been able to identify her, since there are dozens of women with the same last name, first name, and patronymic in Ukraine.
Journalists also reached out to two of the former deputy prime minister's lawyers. Oleksandr Gotin said he did not know whether his client had been released from pre-trial detention. Another lawyer, Oleksandr Tananakin, said he could not disclose details, but noted that "according to the law, he should have been released," as bail had been posted for him.
Also in November 2025, it became known that the wife of former Deputy Prime Minister Oleksiy Chernyshov, who is suspected of corruption and money laundering, filed a lawsuit in court to divide the couple's property. The lawsuit was registered on October 21, when Chernyshov was already involved in two corruption scandals, Interfax-Ukraine reported.
On October 21, Svitlana Chernyshova filed a lawsuit with the Pechersky District Court of Kyiv regarding the division of marital property. The defendant in this case is Oleksiy Chernyshov.
The court has now been appointed in the case. It is noted that Chernyshova filed the lawsuit before the NABU and SAPO opened a new case on the alleged legalization of property with the participation of Oleksiy Chernyshova. This happened on October 23 after the publication of an investigation by Bihus.Info journalists about the construction of a cottage town near Kyiv by a company associated with Chernyshova. However, Chernyshova himself was not suspected in this case.
Former Deputy Prime Minister Oleksiy Chernyshov, suspected of involvement in a large-scale corruption scheme in the energy sector, has appealed the decision of the Supreme Court of Justice regarding a preventive measure.
According to the court registry, on November 24, the defense of the former official appealed to the Appeals Chamber of the High Anti-Corruption Court with a complaint against the ruling of the court of first instance in case No. 991/11821/25. This is a motion to review the decision on a preventive measure.
The details of the defense's demands are not being disclosed at this time. It is known that the composition of the court in this case has already been appointed.
The Appeals Chamber of the High Anti-Corruption Court left unchanged the decision on a preventive measure for former Deputy Prime Minister Oleksiy Chernyshov, suspected of illegal enrichment.

The press service of the Appeals Chamber of the High Anti-Corruption Court stated that the notification of the decision of the HACC regarding the consideration of the appeal of the former Deputy Minister of Ukraine was erroneous. The corresponding ruling concerned another person - another suspect in the Energoatom case, the Appeals Chamber said in a statement.
On November 25, the AC of the HACC considered an appeal against a preventive measure from Lesya Ustimenko, a defendant in the Energoatom embezzlement case. The court left the preventive measure unchanged.
Earlier, the press service of the HACC reported that the Appeals Chamber of the High Anti-Corruption Court made a decision on the appeal against the preventive measure of former Minister Oleksiy Chernyshov. The preventive measure in the form of detention was left in force.

The Appeals Chamber clarified that a bail of 51.6 million hryvnias has already been paid for Oleksiy Chernyshov and a number of procedural obligations have been imposed, in particular regarding the surrender of his passport.
Oleksiy Chernyshov stated that his complaint was not considered by the Appeals Chamber of the Supreme Court of Justice on November 25 and that he learned about the court's decision on the preventive measure from the Facebook page of the Appeals Chamber.
Today, the hearing was scheduled for 10:30. I was there at exactly 10:30. A court employee came out to us and said that we could go because the hearing had been postponed. The date will be announced later.

In early December 2025, it became known that the Appeals Chamber of the High Anti-Corruption Court (HACC) partially dismissed the appeal of former Deputy Prime Minister Oleksiy Chernyshov against a preventive measure in the case of corruption in the energy sector.

The Appeals Chamber upheld the preventive measure of detention until January 16, 2026, with the possibility of bail in the amount of 51 million hryvnias. At the same time, on November 19, Chernyshov was released from the pre-trial detention center on bail.
It is noted that the AC HACC granted the defense's request to return Chernyshov's Ukrainian passport. The foreign passport should remain under state arrest.
During the court hearing, Chernyshov's lawyers argued that the motion lacked justification for the risks outlined. Also, that Chernyshov could not travel abroad, as he had surrendered his international passports. The investigating judge stated that the ex-minister could travel with an ID card, to which the lawyers reported that he did not have such a document.
The defense attorneys also stated that the bail amount set by the court exceeds the declared income by 213 times.
At the same time, the prosecutor called for not supporting the appeals of Chernyshov and his defense attorneys, calling the suspicion well-founded. She emphasized the risks of concealment, the possibility of destruction or distortion of documents, and cited data on covert investigative actions. According to her, these circumstances confirm the need to leave the suspicion unchanged.

The court chose preventive measures for them: three – in the form of detention with the alternative of bail from UAH 20 million to UAH 100 million, and two more – in the form of bail.

Liliya Lysenko, a defendant in the case of former Minister of National Unity Oleksiy Chernyshov, is building estates in Kozyn, Kyiv region. She is Chernyshov's longtime business partner.

Journalists report that Liliya Lysenko is the official owner of the company "Blum Development", which is engaged in the construction of elite property. From 2019 to 2023, the co-owner of "Blum Development" was Oleksiy Chernyshov's wife Svetlana.
But since 2018, Oleksiy Chernyshov himself has been a co-owner of Bloom Development. A year later, Chernyshov transferred his share of ownership to his wife because he was elected head of the Kyiv Regional State Administration.
Journalists claim that after attracting Oleksiy Chernyshov to the company, Bloom Development received a project to build estates in Kozyatyn.
Liliya Lysenko herself has been working with the Chernyshov family even before she became a co-owner of the company. She received a salary from the representative office of the Chernyshov Austrian company.
In 2024, Lilia Lysenko's home was searched and equipment was seized in a corruption case involving Oleksiy Chernyshov. Investigators also found correspondence discussing the terms of the sale of one of the apartments with Lysenko, a discount on which the NABU and SAPO identify as a bribe.

In October 2025, the Appeals Chamber of the High Anti-Corruption Court remanded Kyiv developer Sergiy Kopystyr in custody until December 8, but reduced his bail to UAH 55 million. He is suspected of providing an illegal benefit to former Deputy Prime Minister Oleksiy Chernyshov.
As is known, the anti-corruption court arrested Kopystyra with a bail of UAH 100 million. Later, his arrest was extended and the bail was reduced. The defense filed an appeal against this decision.
To continue (Kopystyri – ed.), to the suspect in the commission of criminal offenses provided for in Part 3 of Article 27 Part 2 of Article 15 Part 2 of Article 28 Part 2 of Article 364, Part 4 of Article 369 of the Criminal Code of Ukraine, a preventive measure in the form of detention in the state institution “Kyiv Detention Center” for a period of 60 days, but not longer than the term of the pre-trial investigation in criminal proceedings. Wealth: According to research into the declarations of Ukrainian ministers for 2024, the highest income was declared by Deputy Prime Minister - Minister of National Unity Oleksiy Chernyshov. According to the declaration of the 47-year-old official, last year his family received UAH 37.3 million in income. In particular, Oleksiy Chernyshov received UAH 25.1 million in salary and UAH 4.6 thousand in other additional benefits from Naftogaz, another UAH 90.5 thousand from the Cabinet of Ministers, and UAH 6 million in interest from the bank. He also received almost UAH 3.4 million in income from the alienation of movable property (except for securities and corporate rights) and UAH 747 thousand in interest from domestic government bonds (OVDP).
The wife of the Vice Prime Minister, Svitlana, last year received more than 655 thousand UAH of salary from the Taras Shevchenko National University of Kyiv and 8.6 thousand UAH of fees and other payments, another 5 thousand UAH of fees and other payments from the National University of Kyiv-Mohyla Academy. Svitlana also received 1.44 million UAH of income from entrepreneurial activity. Oleksiy Chernyshov owns an apartment (208.7 m2) worth 5.37 million UAH. Svitlana Chernyshova is the owner of four apartments (45.9 m2, 41.9 m2, 42 m2, 47.1 m2). She also rents a residential building of 939.1 m2 in a village in the Kyiv region.
The official's declaration lists only one car - a Toyota Land Cruiser 200 (2020 model), owned by Svitlana Chernyshova. She purchased this car in June 2021 for over UAH 1.9 million.
The Chernyshovs also own a number of luxury items. These include Swiss watches, jewelry, fur coats, etc. The couple also declared two book collections and a collection of 20th-century paintings (30 paintings).














Persons who should have reacted: in the Chernyshov case, law enforcement officers reacted in a timely manner.
Scandals: In June 2025, a scandal involving Chernyshov rocked Ukrainian politics and social media. A number of MPs and the media drew attention to the fact that the minister did not return from a business trip to Ukraine, even to participate in a forum organized by his ministry.
Deputies and journalists suggested that this could be somehow connected to the criminal case on corruption being investigated by NABU. And, as the case materials show, the minister may also be mentioned there.
And therefore, they say, he may face certain actions from law enforcement officers at home. The Ministry of Unity insists that Chernyshov's visit abroad was planned.
It got to the point that Prime Minister Denys Shmyhal and President Volodymyr Zelensky had to comment on the minister's European tour in parliament. They all insisted that he was on a business trip until June 22 and then he should return.
Later, Oleksiy Chernyshov indeed returned to Ukraine from a foreign trip and already took part in a meeting of the Cabinet of Ministers.
"Finally at home... We will analyze the discredit campaign based on the facts, the truth always wins," he wrote on Facebook.
