Case story: On February 7, 2025, it became known that in Vinnytsia, the head of a municipal institution and two doctors are suspected of "writing off" military personnel from service in exchange for bribes. According to the SBU and the police, the official established a scheme to receive illegal benefits for groundless "writing off" military personnel due to health conditions.
He recruited two accomplices: the head of an endoscopy office and an orthopedic traumatologist at a local medical facility. Both suspects issued fictitious medical reports for their clients stating that they were unfit for further service due to serious or incurable illnesses.
They then sent medical certificates with fake diagnoses to the local military hospital to remove the "sick" from the military register. The cost of such services was $6,500 per person. To find potential clients, the official used personal connections among servicemen and their relatives. The SBU's military counterintelligence and investigators of the National Police documented his crimes and detained him "red-handed" in the center of Vinnytsia when he came to a cafe to pick up part of the bribe.
At the same time, two doctors were detained, whom the investigation calls accomplices.
All three defendants were notified of suspicion under Part 3 of Article 368 of the Criminal Code of Ukraine (acceptance of an offer, promise or receipt of an unlawful benefit by an official).
According to the Vinnytsia OVA, one of the suspects is the acting head of the Center for Training Citizens for National Resistance, Ihor Chornyi.
In connection with receiving information about the possible involvement in a criminal offense of citizen Chorny Igor Vasylovych, who currently serves as the head of the municipal institution "Vinnytsia Regional Educational and Methodological Center for Preparing Citizens for National Resistance", the regional military administration appealed to the regional council with a proposal to dismiss Chorny Igor Vasylovych from his position.
On the same day, all suspects were placed under preventive measures. Vinnytsia City Court decided that there was a risk that the suspects could flee or influence witnesses, so it decided to keep them in custody.
The court applied the same preventive measure to the three suspects - detention for 60 days and set the amount of bail for each:
● Ihor Chornyi — 2,500,000 hryvnias,
● second suspect — 242,240 hryvnias,
● the third suspect — 121,120 hryvnias.
It later became known that Chorny was remanded in custody until April 6, but the bail amount was significantly reduced to 454,200 hryvnias.
Persons potentially involved in corruption schemes: in addition to Ihor Chorny, doctors from the Military Medical Clinical Center (military hospital) Oliynyk and Dykyi are also involved in the scheme.
Assets: The former official and his common-law wife own a house and two plots of land. Ihor Chornyi also has the right to use an apartment in Vinnytsia. His common-law wife and her sons rented an apartment in the UK.
Chorny also has his own car, a 2008 MAZDA 3, but he is licensed to drive a 2020 BMW X5, which belongs to the "YASMARIN" Private Enterprise. His common-law wife drives a 2012 BMW X3.
Chorny owns 100% of the corporate rights in RADABUDINVEST LLC, the value of which in monetary terms is 101 thousand hryvnias.
In 2024, he earned 85,373 hryvnias, and this is the only declared income received from RADABUDINVEST LLC. His common-law wife, engaged in entrepreneurial activities, earned 134,012 hryvnias last year.
Despite his seemingly small annual income, Ihor Chornyi keeps $52,000 and hryvnia 37,000 in cash. He has $220 and hryvnia 29,504 in his bank accounts.
Persons who should have reacted: law enforcement agencies should have responded in a timely manner to the activities of the former official and his accomplices.
Scandals: Before the corruption scheme, he was not seen as a figure in other scandals.
