The plot of the case: according to the investigation, in 2020, Odessa Regional Council deputy Mykola Derevyanko organized the conclusion by the then head of the Tsebrykivka Village Council, Volodymyr Barnasevich, of a number of contract agreements with Ukrmezhbud LLC, controlled by him, for the performance of works on the installation of street lighting, bypassing tender procedures, outside the competitive field.
The participants in the conspiracy artificially divided the subject of the procurement into parts (separate streets of the settlement), each of which did not exceed UAH 1.5 million in terms of the cost of work, which allowed the customer to conclude contracts with the company controlled by the deputy without using the electronic procurement system. This enabled the contractor to include street lighting fixtures in the contract price at prices that were intentionally overstated by more than 6 times. As a result of such actions, the state suffered UAH 6 million in losses.
Subsequently, the deputy of the Odessa Regional Council organized the forgery of acceptance certificates for completed construction work, which included false information about the costs incurred, which became the basis for the unnecessary transfer of budget funds in the amount of UAH 6 million to the contractor's account.
First, the court chose a preventive measure for him in the form of detention with the alternative of bail, the amount of which is UAH 24.5 million.
In November 2023, the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office completed an investigation into the suspicion of Mykola Derevyanko, a deputy of the Odessa Regional Council from the "European Solidarity" faction, in organizing abuses amounting to UAH 6 million in losses.
In February 2024, the Odessa Court of Appeals denied the lawyer of Odessa Regional Council deputy Mykola Derevyanko's request to transfer his client on bail to four deputies of the Odessa Regional Council and one deputy of the Odessa City Council. However, Mykola Derevyanko was given the opportunity to leave the pre-trial detention center on bail, the amount of which is 8,781,200 hryvnias.
At the end of January, it became known that the SAPO had sent an indictment to the court against the deputy of the Odessa Regional Council Mykola Derevyanko, the former head of the Tsebrykivka settlement council of the Odessa region Volodymyr Barnasevich, and the director of Ukrmezhbud LLC Volodymyr Gerasymchuk.
On January 24, 2025, the SAPO prosecutor, based on the materials of the NABU pre-trial investigation, sent to the court an indictment against a deputy of the Odessa Regional Council, a former head of one of the territorial communities of the Odessa region, and a director of a company controlled by a deputy of the regional council, whose actions during the purchase of street lamps for the needs of the community caused more than UAH 16 million in losses.
Persons potentially involved in corruption schemes: Also suspected in the case are Derevyanko's wife, Lesya Derevyanko, and the former head of the Tsebrykivka Village Council, Volodymyr Barnasevich, and the director of Ukrmezhbud LLC, Volodymyr Gerasymchuk.
In January 2024, the High Anti-Corruption Court placed the former head of the Tsebrykivka Village Council of the Odessa region, Volodymyr Barnasevich, under night house arrest.
The petition is partially granted. To apply a preventive measure in the form of house arrest to the suspect (Barnasevich – ed.) with a ban on leaving the residence from 10:00 p.m. to 6:00 a.m., except for the need to receive medical care, the need to go to the shelter zone from emergencies of a technogenic, natural and military nature, for a period of 1 month, i.e. until January 27, 2024, including the obligation to appear upon each request
He is also obliged to: arrive at a designated official at a set frequency; not leave the village of Tsebrykove, Rozdilnyanskyi district, Odessa region without permission; report a change in his place of residence and/or place of work; refrain from communicating with witnesses in this criminal proceeding and other persons, and also hand over his foreign passports for safekeeping.
In addition, the court released Volodymyr Gerasymchuk, the director of Ukrmezhbud LLC, on personal recognizance. He was assigned the following obligations: to appear before a designated official at a specified frequency; not to leave Odessa without permission; to refrain from communicating with witnesses in this criminal proceeding and other persons; to report a change in his place of residence and/or place of work; to deposit his foreign passports. The term of the obligations is until February 27, inclusive.
In May 2023, the panel of judges of the Odessa Court of Appeal released Derevyanko's wife, Lesya, from the pre-trial detention center under 24-hour house arrest.
She and her husband were exposed by the Security Service as a deputy of the Odessa Regional Council and his wife, who are suspected of organizing a raider seizure of 280 hectares of land in the Odessa region.
Lesya is the second cousin of Oleksiy Honcharenko, a People's Deputy from the European Solidarity party, and Mykola is a deputy from the EU in the Odessa Regional Council.
Honcharenko promised that his distant relative, the mother of 5 children, would not run away and thanked her for publicizing the case.
In addition, the media wrote that in the city of Yuzhne, part of the Suvorov district of Odessa, Velykymykhailivskyi, Zakharivskyi, Rozdilnyanskyi districts, and part of the Biliaivskyi district, deputy Mykola Derevyanko was a confidant of then-President Petro Poroshenko.
He was linked to People's Deputy, member of the "Vidrodzhennia" party Oleksandr Pressman. In 2017, subventions provided to the Odessa region at the request of Pressman were used by a company owned by Derevyanko.

Assets: in the 2019 declaration, the deputy declared an apartment and an office, as well as a 2011 Mercedes-Benz GL 350 CDI. The other two cars belong to his wife. He also indicated UAH 51,600 in salary received at his main place of work. He did not declare any other monetary assets.
Scandals: There are no open sources known about other scandals in which Derevyanko would have appeared.
