Qualification: Part 4 Art. 191 of the Criminal Code of Ukraine (appropriation, embezzlement or misappropriation of property). The sanction of the article provides imprisonment for a period of seven to twelve years with deprivation of the right to hold certain positions or engage in certain activities for a period of up to three years and with confiscation of property.
Part 5 of Art. 191 of the Criminal Code of Ukraine (appropriation or waste of someone else's property in particularly large amounts, which was entrusted to a person or was in his care). If proven guilty, the head of the department of the Dnipro RDA faces from seven to twelve years of imprisonment with confiscation of property.
Status: night house arrest for two months and suspension from office.
The plot of the case: The deputies of the Kyiv City Council were the first to talk about expensive purchases for bomb shelters, who undertook to check what the 2 billion hryvnias that the city allocated to the districts for arranging shelters were spent on. At the beginning of the summer of 2023, it was reported that the Department of Education of the Dnipro District RDA purchased air purifiers for shelters for 1.6 million hryvnias.
They also wanted to hold a tender for the purchase of more than 300 drums for shelters for 900 thousand hryvnias. Later, this contract was terminated.
At the same time, an electric frying pan was purchased for UAH 725,000 and a convection oven for almost UAH 475,000 in the shelter of the capital art lyceum "Zmina" in the Dnipro district.
After publicity in the mass media and social networks, the KMDA announced that they would investigate the purchase of kitchen utensils and musical instruments for shelters.
In August, a new scandal erupted due to expensive purchases of shelters by the Dnipro RDA. This time through overpriced vegetable cutters. Then the Kyiv City Prosecutor's Office reported suspicion of embezzlement to Olga Drozdova, head of the Department of Education of the Dnipro District State Administration.
On September 11, a court in Kyiv removed Drozdova from her position for purchasing vegetable cutters for shelter, and also placed her under night house arrest.
In addition, in September 2023, she was handed a new suspicion — the officials announced a suspicion for buying chairs for setting up shelters. 1.3 million hryvnias were undercounted in the budget.
According to the investigation materials, the suspect, being an authorized person for organizing public procurement, purchased chairs for arranging shelters at an inflated price.
At the same time, the official ignored the fact that the participant's commercial offer did not correspond to the market, and the terms of the contract contradicted the interests of the state, the capital's prosecutors report.
The amount of damage was estimated at 1.3 million hryvnias.
The head of the education department of the Dnipro Regional State Administration was reported on suspicion of embezzlement of budget funds on a particularly large scale (Part 5, Article 191 of the Criminal Code of Ukraine). She faces up to 12 years in prison.
In November, the court re-elected a preventive measure and removed Drozdova from her position.
Later, it became known that the prosecutor's office had sent indictments to the court against the official in the case of purchasing chairs for shelters and purchasing vegetable cutters.
In September 2025, it became known that the head of the education department of the Dnipro Regional State Administration, accused of purchasing vegetable cutters, drums, and chairs for school shelters at inflated prices, had left for Turkey. The capital's prosecutors said they would request that she be put on the wanted list and detained.
This was noted on September 17 in the press service of the Kyiv City Prosecutor's Office.
The trial of the head of the education department of the Dnipro Regional State Administrative Organization, accused of purchasing vegetable cutters and chairs for school shelters at inflated prices, has been ongoing since the summer of 2023.
And on Tuesday, September 16, another court hearing was to take place in the Dniprovskyi District Court of Kyiv. But the suspected official did not appear. And this is not the first time, the prosecutor's office claims.
Instead, she filed a petition stating that she had traveled to Turkey for treatment and, fearing for her life due to martial law, wanted to participate in court hearings via video link. The woman submitted a one-year rental agreement for housing in Antalya to the court.
The prosecutor's office also recalled that this case was referred to the Dniprovskyi District Court of Kyiv on January 19, 2024.
The accused has repeatedly failed to appear at the hearing, citing her medical treatment. During the last court hearing, the prosecutor requested that a coercive excuse be applied to her, but the court refused.
They also informed that at the next court hearing, the prosecutor will file a motion to put the defendant on the wanted list and arrest her.
At the same time, on August 26, 2025, this official was already declared wanted by the court and was detained in another criminal case about embezzlement of money during the purchase of generators for shelters, where she also appears as a suspect.
Wealth: Olga Drozdova enjoys a luxurious life, which does not match her official declaration. For example, in her 2022 declaration, the unfortunate official indicated that she received an official salary of UAH 420,887.

It is interesting that despite the small salary in a government position, the woman has a luxury wardrobe and accessories.
As you know, Olga is a fan of expensive vacations in Qatar, presentations of luxurious Bulgari jewelry, and of course luxury items from Cartier, Dolce&Gabbana, and Gucci, in which she looks great next to teachers with a pittance of a salary.
This is clearly confirmed by her Instagram posts. It is clear that the official of the Dnipro Regional State Administration has visited Doha (Qatar), Abu Dhabi (UAE), the resort island for majors Tir Bani Yas in the Persian Gulf, etc.
At the same time, in the pictures, Drozdova is dressed really richly. For example, in several photos, the educator is holding a bag of a famous brand, which can cost 2,500 euros (or more than 100 thousand hryvnias at the current market rate).



Scandals: Olga Drozdova previously worked as a manager at the Animal Shelter, but she was fired with a scandal.
Then the first deputy head of the Kyiv City State Administration, Oleksandr Mazurchak, said about Drozdova:
"These managers did not cope with their duties. In some cases, they even committed fraud. For example, the media widely discussed the case when employees of the KP "Animal Shelter" caught the same animals. According to the documents, they were sterilized several times, thereby causing losses to the capital's treasury."
In addition, Drozdova is a defendant in two criminal proceedings for illegally charging herself an inflated salary under Article 191 of the Criminal Code “Appropriation, embezzlement of property or taking possession of it through abuse of official position.”
There was also another criminal case in the Podilskyi court under Article 191 of the Criminal Code, namely against the former director of the Kyiv animal shelter, Olga Drozdova, who purchased cars for transporting animals at twice the inflated price.
Persons who should have responded to corruption schemes: in the case of Drozdova, law enforcement agencies responded in time.
