Case story: NABU and SAPO officers exposed the head of one of the departments of the Main Department of the State Tax Service in Sumy region for extorting and receiving illegal benefits. This was reported by the NABU press service on March 18, 2026. According to the investigation, the suspect demanded a 2 million UAH bribe from an entrepreneur for successfully passing a tax audit and not creating obstacles to the work of the enterprise. The official was detained after receiving a 1.5 million UAH bribe. She was informed of suspicion under Part 4 of Article 368 of the Criminal Code of Ukraine (receiving illegal benefits in an especially large amount).
Law enforcement officers are currently establishing the circumstances of the crime and other possible participants in the corruption scheme. The State Tax Service of Ukraine stated that they always consistently and harshly respond to any manifestations of corruption, and information regarding the exposure of the tax official is the subject of an investigation by law enforcement agencies.
The State Tax Service comprehensively supports the work of law enforcement agencies and provides all necessary information within its competence. The Tax Service is interested in a comprehensive, objective and rapid establishment of all circumstances of the case
The Supreme Court of Ukraine has taken into custody the head of the Department of the State Traffic Police of Sumy Region, Lyudmila Dyadchenko. As an alternative to detention, she was set a bail of UAH 3.33 million. If the funds are paid, she will be obliged to: arrive upon first demand; not leave the Sumy region without permission; report any change in her place of residence and work; refrain from communicating with persons specified in the court ruling; hand over her foreign passports and wear an electronic monitoring device.
The High Anti-Corruption Court also seized UAH 73,500 in cash seized from the home of Lyudmila Dyadchenko, head of the tax audit department of the Main Department of the State Tax Service in Sumy region. These funds were previously identified as part of the illegal gain.
The NABU detective's motion to seize property in criminal proceedings is granted. To seize (with a prohibition on use, disposal, and alienation) the property seized during the search of the home, in particular, banknotes in the national currency - hryvnia, for a total amount of UAH 73,500, with a denomination of UAH 500 each.
Persons potentially involved in corruption schemes: being identified.
Assets: in the declaration, Lyudmila Dyadchenko, head of the tax audit department of the State Tax Service in Sumy region, who was reported on suspicion of extorting UAH 2 million, indicated significant monetary assets and land plots in the Romenskyi district.
Dyadchenko owns three land plots in the village of Pohozha Krynytsia, Romenska community: 5,770 m², purchased on October 26, 2018, estimated value — 8.7 thousand UAH; 11,572 m², purchased on October 26, 2018, estimated value — 49.3 thousand UAH; 29,767 m², purchased on October 26, 2018, estimated value — 126.8 thousand UAH.
In Sumy, the official has been using an apartment with an area of 70.8 m² since May 1, 2019. The owner of the apartment is listed as Maria Oleksandrivna Dyadchenko.
In Romny, Dyadchenko declared a residential building with an area of 81.2 m², acquired on October 27, 2020, in joint ownership with Maria Oleksandrivna Dyadchenko. She also owns a land plot with an area of 801 m² in Romny, acquired on the same day.
In addition, Lyudmila Dyadchenko owns a residential building with an area of 60.4 m² in the village of Male, Romensky District, acquired on October 27, 2020.
She also declared land plots in the villages of Male and Zaruddia, Romensky district: 2,500 m² in the village of Male, purchased on October 27, 2020; 2,687 m² in the village of Zaruddia, purchased on October 27, 2020, estimated value — UAH 3 thousand; 2,736 m² in the village of Male, purchased on October 27, 2020; 4,886 m² in the village of Male, purchased on October 27, 2020; 49,166 m² in the village of Zaruddia, purchased on October 27, 2020, estimated value — UAH 178 thousand.










In the vehicles section, Dyadchenko declared a 2012 Honda CR-V. She acquired ownership of the car on October 27, 2020.

Lyudmila Dyadchenko's income was:
• salary in the Main Department of the State Tax Service in Sumy region — 694.8 thousand UAH;
• income from leasing property to LLC "RISE-SKHID" — UAH 20.5 thousand;
• income from leasing property to JSC "DRUZHBA-NOVA" — UAH 22.9 thousand;
• a non-monetary gift from the primary trade union organization of the Main Department of the State Tax Service in Sumy region — UAH 1.2 thousand;
• interest from PrivatBank — UAH 54.3 thousand;
• interest from Oschadbank — UAH 17.9 thousand;
• funeral assistance from the Main Department of the Pension Fund of Ukraine in Sumy region — UAH 17.3 thousand.


Monetary assets of Lyudmila Dyadchenko:
