Case story: On February 13, 2025, operatives of the Strategic Investigations Department of the National Police carried out measures to detain the director of the Drohobychteploenergo municipal enterprise of the Drohobych City Council, a deputy of the City Council, 43-year-old Volodymyr Dzeryn. He managed to escape.
As journalists from ZAXID.NET were told by the Strategic Investigations Department of the National Police, the director of a municipal enterprise and a city council member were caught organizing a kickback system. During his detention, he managed to escape in a car, but he also hit a police officer.
Efforts are currently underway to establish his whereabouts and arrest him.
Later, police detained Volodymyr Dzeryn. He was hiding in Stebnyk. As reported by the Strategic Investigations Department of the National Police, the deputy is suspected of organizing a kickback system during the purchase of thermal energy.
The official set up a system of kickbacks for the smooth conclusion and settlement of heat purchase and sale contracts for the needs of budget institutions in one of the regions. The monthly amount of the illegal benefit amounted to 6% of the cost of the supplied heat.
Law enforcement officers documented the fact that the deputy, who holds the position of director of the enterprise, received 70,000 hryvnias from a representative of a commercial structure. During the detention on February 13, the head of the utility company resisted police officers and, having hit a law enforcement officer, fled in his own car. Criminal proceedings were opened for intentional infliction of bodily harm to a police officer (Part 2 of Article 345 of the Criminal Code of Ukraine).
The fugitive was also reported in absentia on suspicion of bribery (Part 3, Article 368 of the Criminal Code of Ukraine). On February 18, police searched for the car and detained the fugitive in the city of Stebnyk.
On February 19, the court chose for Volodymyr Dzeryn a preventive measure in the form of detention without setting bail.
Persons potentially involved in corruption schemes: no information is available from open sources about possible accomplices.
Assets: according to the 2023 declaration, Dzeryn has an apartment in Drohobych, and he simply uses another one - his father's.

At work in the Drohobych Regional State Administration in 2023, he received 65 thousand UAH, and at the Drohobych municipal enterprise "Drohobychteploenergo" of the Drohobych City Council, he received almost 169 thousand UAH. He does not keep money in accounts, he did not indicate cash in the declaration.
Persons who should have reacted: law enforcement officers responded in a timely manner to the criminal activities of Volodymyr Dzeryn.
Scandals: Before the corruption scheme, he was not seen as a figure in other scandals.
