The plot of the case: on March 27, 2024, two deputies of the Sumy Regional Council, who were exposed on March 26 during an attempt to bribe the head of the Sumy City Military Administration with the sum of 100,000 dollars, the suspicion was reported.
Law enforcement officers exposed two deputies of the Sumy Regional Council (Volodymyr Potseluev and Magomed-Sharip Galaev) for offering and providing 100,000. bribe dollars. According to law enforcement officers, the deputies offered money to the head of the Sumy city military administration for the merger of two medical institutions, which would ensure increased funding, as well as for leaving the man who offered the bribe as the chief doctor of this united hospital.
Also, the deputies promised to provide officials of the military administration with 10-20% of the allocated amount of budget funding for the newly established medical facility.
As journalists reported, in Sumy they planned to merge the city clinical hospital No. 5 and the St. Panteleimon hospital. The director of the latter is Volodymyr Potseluev, a deputy of the regional council from the All-Ukrainian Association "Batkivshchyna" political party.
On March 29, the investigative judge of the High Anti-Corruption Court imposed a preventive measure in the form of UAH 1.9 million bail for Sumy Regional Council deputy Volodymyr Potseluev, who simultaneously holds the position of chief physician of a local medical institution.
VAX reported that the suspect was released from custody in the courtroom.
Also, VAKS partially satisfied the request of the senior detective and sent Magomed-Sharip Galayev to custody until May 24, 2024 with the alternative of posting bail in the amount of 3 million 28 thousand hryvnias with the imposition of relevant procedural obligations.
On April 9, the Appellate Chamber of the Higher Anti-Corruption Court remanded Magomed-Sharip Galaev in custody, but did not increase his bail, leaving it at over UAH 3 million.
In November 2024, it became known that the High Anti-Corruption Court, with a panel of three judges, will hear the case on the charge of Sumy Regional Council deputies Volodymyr Potseluev and Magomed Galayev of providing an illegal benefit to the head of the Sumy City Military Administration Oleksiy Drozdenko, as well as preparing to seize funds.
Such a decision was made by РФСС.
As indicated, MP Galaev appealed to the court with a request to hear the case collegially with three judges, as he is accused of committing a particularly serious crime.

Persons who are potentially involved in the corruption scheme: in addition to Galayev, Volodymyr Potseluev, a deputy of the Sumy Regional Council, is also involved in the case.
Assets: in the declaration for 2022, Galayev and his wife Natalya indicated several real estate objects: two apartments, five plots of land and two residential buildings.
Galayev's income for the first year of the full-scale war was UAH 581,807, and his wife's - UAH 6,126,280.
Galaevykh did not declare any savings, instead his wife Natalya indicated UAH 6,900,000 in cash, and UAH 41,678 in bank accounts.
In 2023, Galaeva's wife indicated that she owns 50% of two enterprises - USTR LLC and DE VIBE SUMY LLC.
Galayev's income in 2023 was UAH 685,708, while his wife's income was UAH 6,592,341.
The deputy's wife declared UAH 8,100,000 in cash, and UAH 234,121 in bank accounts.
Persons who should have responded to corruption schemes: law enforcement officers responded in time to the criminal activity of Magomed-Sharip Galaev. In particular, the case was handled by SAP employees.
Scandals: in 2020, the Galaev family got into a scandal - then it became known that the Galaev family was running for the Sumy city and regional councils, but from different political parties.
Father Magomed-Sharipov Galayev - from "Batkivshchyna", eldest son Rustam Galayev - from "Servant of the People", and younger son Rasul Galayev - from "European Solidarity".
As Galaev's younger son explained to journalists, his family did not even attach importance to this situation.
Father is already a deputy for the fifth time, and he has always been non-partisan. When the electoral legislation changed, it was necessary to be from the party. After the revolution, I also started to participate in politics, my comrades and I started working for the UDAR party in Sumy. It was in 2014. in 2015, "UDAR" merged with Petro Poroshenko's party, and we automatically remained in the "EU" party
According to him, the father always taught his sons to be independent, "put a fishing rod in their hands, and told them to pull out the fish themselves."
That's why I stay with my friends on the ground, and we leave the "EU" party. Father in his line goes with "Batkivshchyna"
This year, his brother Rustam also expressed a desire to participate in politics, he is more impressed by the President of Ukraine, Volodymyr Zelenskyi.
"That's why we have a democratic approach to this, there is no imposition, they say, wherever the father says, we will go there," Galaev stressed.
