Case story: in January 2022, NABU and SAPO exposed the prosecutor of the Prosecutor General's Office and his intermediary for fraud and incitement to bribery.
According to media reports, the case involved Zakhar Antipov, deputy head of the department for preparing materials on disciplinary liability and dismissal of prosecutors from positions in the Human Resources and Civil Service Department of the Prosecutor General's Office. He is being tried separately.
NABU and SAPO also reported the suspicion to the head of the UCP department, Oleg Halchenko-Avilov.
According to the investigation, they incited a citizen to provide an illegal benefit allegedly to the leadership of the Prosecutor General's Office for making a decision to return 4 expensive cars (Mercedes-Benz S400 CDI, Porsche Macan GTS, Bentley Continental GT, Land Rover Range Rover) seized during searches, and subsequently closing the criminal case. The funds were supposed to be transferred to the prosecutor's office employees with the involvement of an intermediary, but they kept them.
Today, the head of the department is charged with one episode of the specified crime, namely incitement to provide 100 thousand dollars. His actions are qualified by the signs of the crime provided for in Part 4 of Art. 27, Part 4 of Art. 369 of the Criminal Code of Ukraine. According to journalists, it was about the head of the department of the Prosecutor General's Office Oleg Galchenko-Avilov.
Subsequently, the Anti-Corruption Court released Oleg Galchenko-Avilov, the head of the department of the Prosecutor General's Office, on bail of UAH 1.042 million. The court also ordered Galchenko-Avilov to: appear upon first demand; not leave Kyiv and Kyiv region without permission; report any change of residence; refrain from communicating with witnesses; hand over his foreign passports and wear an electronic bracelet.
On January 3, 2025, the High Anti-Corruption Court found the former head of the Department for the Preparation of Materials on Disciplinary Liability of the Prosecutor General's Office, Oleg Galchenko-Avilov, and his accomplice, Igor Osypovych, guilty of incitement to bribery. They were sentenced to 6.5 and 6 years in prison, respectively.
Persons potentially involved in corruption schemes: Deputy Head of the Department for Preparing Materials on Disciplinary Liability and Dismissal of Prosecutors from Positions of the Department of Personnel and Civil Service of the Prosecutor General's Office Zakhar Antipov; Ihor Osypovych, an accomplice of Galchenko-Avilov.
Assets: in the declaration for 2022, Oleg Galchenko-Avilov owns a home and a land plot in the Kyiv region. However, the official does not have his own housing.
Galchenko-Avilov owns two cars: a GAZ and a Volkswagen Caddy. Additionally, the official uses a Hyundai Ioniq.
The official's income for the first year of the full-scale war was 899,872 UAH.
Galchenko-Avilov keeps his main savings in cash. In particular, he declared 128,670 hryvnias, 71,890 dollars, and 17,850 euros.
Persons who should have reacted: law enforcement agencies responded in a timely manner to the criminal activities of the organized group, handing each of its members a suspicion.
Scandals: Before the corruption scheme, Oleg Galchenko-Avilov was not seen as a figure in other scandals.
