"Coffee Bribes" by Bohdan Gedz

Qualification: actions are qualified under Part 5 of Article 27, Part 3 of Article 368 of the Criminal Code of Ukraine.

Status: the issue of choosing a preventive measure is being decided.

Case story: On September 10, 2025, the State Bureau of Investigation, together with operatives from the Strategic Investigations Department of the National Police, exposed a large-scale corruption scheme in the state institution "Probation Center". According to law enforcement officers, the director of the central institution, together with the head of the branch in the Lviv region, set up a scheme to extort money from subordinates. The money was sent to the head in Kyiv in coffee packages.

As reported by the Lviv Oblast State Bureau of Investigation, the director of the central state institution for probation built a vertical of illicit enrichment through the heads of branches in the regions, in particular, in Lviv.

A documented scheme for collecting money in the Lviv region. Thus, the head of the branch systematically collected "tribute" from subordinates and sent money to the capital, disguising it in coffee boxes. "Coffee from Lviv" was sent by mail

According to the investigation, five heads of district probation departments in the Lviv region were involved in the scheme. They pressured employees to give up part of their bonuses under the threat of reducing their payments several times or other sanctions.

Subordinates gave part of the accrued bonus to their managers. In case of refusal, no one received the bonus. The amounts of the "kickback" ranged from 1,000 to 6,000 hryvnias per subordinate. Seven heads of structural divisions of the probation center were informed of the suspicions

– added the Department of Strategic Investigations. 

The defendants received up to 70 thousand UAH per month.

The director of the central institution and the head of the Lviv branch were reported on suspicion of extortion and receiving illegal benefits (Part 3 of Article 368 of the Criminal Code of Ukraine). The actions of the heads of district departments were qualified as aiding and abetting a crime (Part 5 of Article 27, Part 3 of Article 368 of the Criminal Code of Ukraine).

As part of the criminal proceedings, more than 30 searches were conducted at the places of residence and work of the defendants. Funds were seized from the director of the state institution, which have already been identified as a bribe sent by mail. The director of the central institution "Probation Center" is Oleg Yanchuk. The branch in the Lviv region is headed by Bohdan Gedz.

The issue of imposing preventive measures on the suspects is being resolved. Investigative actions are ongoing, and other persons involved in illegal activities are being identified.

Persons potentially involved in corruption schemes: Director of the central state institution "Probation Center" Oleg Yanchuk.

Assets: in his 2024 tax declaration, Gedz indicated that he lives in a residential building in the village of Smolin.

Also, during the full-scale war, the official purchased a Toyota Camry, but decided not to disclose the cost.

Gedz's income for the same year was UAH 954,764. He declared UAH 300,000 in cash.

Persons who should have reacted: law enforcement agencies responded in a timely manner to the criminal activities of Gedz and his accomplices, handing everyone suspicions.

Scandals: Before the corruption scheme, he was not seen as a figure in other scandals.
