The story of the case: on June 19, 2023, the Deputy Mayor of Chernihiv Viktor Gerashchenko was informed of suspicion in the case of the purchase of a transformer for the Chernihiv CHP.
The case in which Gerashchenko was suspected of abuse of power or official position under part 2 of Article 364 of the Criminal Code of Ukraine concerns the purchase in the summer of 2022 of a transformer for the Chernihiv thermal power plant, damaged as a result of Russian shelling during the blockade of the city.
According to the investigation, the equipment was purchased in July at a price that was twice the market price, which caused the state a loss of more than 30 million hryvnias. This amount was confirmed by forensic commodity and forensic economic examinations conducted by the Kyiv Research Institute of Forensic Examinations. In order to implement the plan, the deputy mayor of Chernihiv coordinated actions with the management of the supplier company, according to the message of the Security Service of Ukraine.
On the same day, the court chose a preventive measure for the suspect in the form of detention, with an alternative bail of 32 million hryvnias. Herashchenko's lawyer filed an appeal to challenge the decision of the first instance. The court did not satisfy her.
Later, in August, Gerashchenko was released from the SIZO. After that he went on vacation. On September 21, Gerashchenko returned to work duties.
On December 20, 2023, the Prosecutor General's Office transferred the case of the Deputy Mayor of Chernihiv Viktor Herashchenko to the National Anti-Corruption Bureau. His preventive measure in the form of night house arrest was extended until mid-February 2024.
Wealth: the declaration for 2021 was made public by Viktor Gerashchenko only in January 2024. Among the valuable movable property, he indicated several vehicles, the total amount of which reaches UAH 247,445.
As for income, for 2021 Gerashchenko indicated that he earned UAH 1,720,634 (salary), UAH 6,191 (rental income), and as "other" he indicated receiving UAH 2,000.
The situation with monetary assets is somewhat more interesting. Gerashchenko indicated 500,000 hryvnias and 55,000 dollars in cash.

In the case of Viktor Gerashchenko, law enforcement agencies responded in time. In particular, his case was handled by the Prosecutor General's Office, and later by NABU.
