Case story: In January 2025, law enforcement officers declared Andriy Giglyuk, head of the transport and communications department of the Ivano-Frankivsk City Council, a suspect. The official faces up to 8 years in prison for embezzling UAH 600,000 during the construction of bus stops.
According to the police of Ivano-Frankivsk region, the head of the department, abusing his official position, committed corruption offenses during the year, involving two accomplices in the scheme. Law enforcement officers do not name the 38-year-old official, but according to media sources, it is Andriy Giglyuk, head of the Department of Transport and Communications of the Ivano-Frankivsk City Council.
Without proper calculations and without adhering to the pricing system, he, at his own discretion, drafted and submitted to the financial department of the city council a request for the allocation of an additional almost 1.5 million UAH for the arrangement of public transport stops. In order to appropriate some of the money, the official involved the spouses of local residents.
A 30-year-old woman from Frankivsk with no experience in construction registered an individual entrepreneur under the relevant KVED and concluded a contract with the transport department of the Ivano-Frankivsk city council for the arrangement of bus stops. The bus stops were arranged by the entrepreneur’s 40-year-old husband himself, selecting cheap paints, pipes, glass, and crushed stone. Consumables in the certificates of work performed were indicated at inflated prices.
The city council official did not properly check the cost of the materials used and signed the acceptance certificates for the work performed. Thus, abusing his official position, the official and his accomplices embezzled budget funds in the amount of almost 600 thousand hryvnias. During the search, the police seized documentation, mobile phones and other physical evidence from the suspects
The Ivano-Frankivsk Regional Prosecutor's Office added that the official and the private entrepreneur were charged with misappropriation of property by abuse of office, committed by a group of persons and on a large scale, as well as legalization of property obtained by criminal means and official forgery. The participants in the scheme face up to 8 years in prison for what they have done.
Persons potentially involved in corruption schemes: Giglyuk involved two accomplices in the corruption scheme, but their names are not disclosed online.
Assets: in the 2023 declaration, Giglyuk noted that he only uses property belonging to his wife, namely an apartment, garage, and utility room.
His wife also owns a Nissan Qashqai, purchased during the full-scale war.
Giglyuk's income for 2023 was UAH 406,474, and his wife Natalia's was UAH 228,111.
Andriy Giglyuk also declared $25,000 in cash.
Persons who should have reacted: law enforcement agencies responded in a timely manner to the criminal activities of the official.
Scandals: Andriy Giglyuk was not seen as a figure in other scandals.
