Case story: According to the investigation, in November 2017, investigators from the Prosecutor General's Office conducted a search of 7 containers in the Odessa Commercial Sea Port, where 3.6 million packs of cigarettes were stored for further transit.
During the search, all the packs of cigarettes were seized and transferred to a warehouse in Odessa for storage. Thus, the cigarettes entered Ukraine without customs clearance.
According to the previous plan, these cigarettes were to be “destroyed” based on the decision of the investigating judge, drawing up a fictitious act of destruction, and the cigarettes themselves could be sold in Ukraine via the Internet or smuggled to Europe. However, in the summer of 2018, the Prosecutor General’s Office decided to transfer this case to the Odessa police, but the proceedings themselves were transferred not to the Investigative Department of the Main State Police in the Odessa region, but to the Main Directorate.
As prosecutors claimed, later the former leadership of the State Police Department in the Odessa region, Dmitry Golovin and Heyk, developed a new plan to seize these cigarettes. Thus, they entered into a conspiracy with local businessman Oleksandr Chudakov and other unidentified persons. According to the plan, these cigarettes were to be transferred for storage to one of the companies controlled by Chudakov. Such an enterprise was LLC “Agat-2016”, where Valery Kapitanchuk was the head, who is currently hiding from law enforcement abroad, but he was notified of the suspicion in absentia. Recently, the Supreme Court of Ukraine allowed an in absentia investigation of Kapitanchuk.
Deputy Golovin signed an agreement with this company for the storage of the evidence, and the former police chief himself ordered his subordinates, namely the investigators of the State Police of the Odessa region, to transfer these cigarettes to Chudakov's warehouses, which, according to the contracts, belonged to the company "Agat-2016".
Later, Golovin allegedly gave the investigators the number of businessman Chudakov and said that he was an employee of the Security Service of Ukraine and would monitor the transportation of goods. Already in September 2018, the cigarettes disappeared from the company's warehouse. Some of these cigarettes were sold via the Internet, and the rest were taken to Europe. Later, according to prosecutors, the owner of the company "Agat-2016" changed, who became Gennady Prokhorov for $ 100, although according to the documents the purchase cost 1.5 million UAH.
According to the investigation, this scheme caused losses to cigarette owners of UAH 13.46 million.
The Solomyanskyi Court of Kyiv sent him under house arrest.
In August 2021, the Specialized Anti-Corruption Prosecutor's Office sent a criminal case to court on charges of the former head of the Main Directorate of the National Police in the Odessa region, Dmytro Golovin, and his former deputy, Kostyantyn Heyk, in the illegal seizure of a large batch of tobacco products previously withdrawn from illegal circulation.

On August 12, NABU and SAPO sent to the court an indictment against the former head of the National Police Headquarters in Odessa region, his former deputy, and two heads of private companies. These individuals are accused of illegally possessing a large batch of tobacco products previously withdrawn from illegal circulation. The actions of the former officers of the National Police and heads of private companies were qualified under Part 5 of Article 191 of the Criminal Code of Ukraine.
In November 2024, the High Anti-Corruption Court found the failure to appear of one of the witnesses in the case against the former head of the Main Directorate of the National Police in the Odessa region, Dmytro Golovin, and two other people in possession of counterfeit cigarettes worth over UAH 13 million, disrespectful. The witness will be forcibly brought to the hearing.
This was approved by the Supreme Court.

Persons potentially involved in corruption schemes: former First Deputy Chief of the Main Directorate of the National Police in the Odessa region, Kostyantyn Heiko. In addition to Golovin and Heiko, businessman Oleksandr Chudakov and the head of a private company, Valery Kapitanchuk, are accused in the case. The latter was put on the wanted list and an in absentia investigation was conducted against him.
Assets: In his 2019 tax return, Golovin listed land plots, apartments, and a residential building. He also declared a Kia car.

In particular, he indicated that he had $8,000, UAH 160,000, and EUR 15,000 in cash, as well as EUR 53 and UAH 3,445 in bank accounts. In contrast, his wife had $15,000, UAH 550,000, and EUR 8,000 in cash, as well as UAH 20,000 in a bank account.

Scandals: in September 2017, the 86-year-old grandfather from Luhansk Oblast of the wife of the chief of police of the Odessa region, Dmytro Golovin, purchased an elite apartment on the seashore, worth almost three million hryvnias, which the policeman himself uses.

It is noted that the apartments are located on the Black Sea coast in the cottage town "Zoloty Bugaz" in the Odessa region, where there is personal security and a private beach.
According to journalists, in September 2017, a relative of the regional police chief purchased an apartment of over 85 square meters in this complex.
It is reported that the townhouse is registered to the 86-year-old grandfather of General Anastasia Golovina's wife, Ivan Sleptsov, but journalists were unable to find out whether the man has sources of income that would allow him to buy an elite apartment.
Neighbors have reportedly confirmed that the townhouse does indeed belong to the Golovin family, whom they often see on the complex's property.
The only information about the elderly man that was found was a court decision stating that two years ago, attackers robbed his house in Severodonetsk and stole 8,000 hryvnias from the sale of a cow. It is also known that the man still lives in Luhansk Oblast.
It is noted that the suburban townhouse is not listed in the declaration of the head of the Odessa region police.
The authors of the investigation emphasize that on Odessa real estate portals there are several ads for the sale of similar apartments in the "Zoloty Bugaz" complex, where their price ranges from 2.3 to 2.6 million hryvnias. According to journalists, according to official income, Golovin would not be able to afford such apartments.
Dmitry Golovin has been working in law enforcement for over 20 years, and his only source of income, according to his declarations, is his salary. Before the law enforcement reform, these were very modest amounts.
It is reported that in 2017 he earned 395 thousand hryvnias, and his wife, who is engaged in entrepreneurship, earned about 600 thousand.
In a comment to the publication, Golovin does not deny that he has rested in Zolotoy Bugaz several times, but insisted that the house is not his, and he was not interested in where his wife's grandfather got the money for a country apartment.
It is noted that the chief police officer of the Odessa region reported that the man is a former military man and has a "gorgeous pension."

It is reported that another 170-square-meter house in Odessa, used by the regional police chief, officially belongs to the older sister of the general's wife, Oksana Sleptsova.
