Case story: The former head of the Volyn Regional State Administration's agro-industrial development department is suspected of purchasing wheat at inflated prices. The official caused losses to the state budget of over UAH 4.8 million. According to the investigation, the official concluded and signed an agreement with an agricultural enterprise to purchase wheat at inflated prices. As a result, he purchased 4,000 tons of grain with state money at a price that significantly exceeded the average market price in the region.
Such actions caused more than 4.8 million UAH in losses to the budget.
Law enforcement officers are not disclosing the suspect's name, but as ZAXID.NET learned from its own sources, it is Yuriy Horbenko. He headed the Department of Agroindustrial Development of the Volyn Regional State Administration for 12 years until he retired in May 2022.
The official was charged under Part 2 of Article 364 of the Criminal Code of Ukraine (abuse of official position, which caused grave consequences for state interests). The sanction of the article provides for three to six years of imprisonment.

In his declaration upon dismissal, Gorbenko declared shares of PJSC "Rivneazot", acquired on January 1, 1993, in the amount of 840 shares with a nominal value of UAH 0.25 each, which belong to Yuriy Gorbenko on the right of ownership.
In the declaration upon dismissal, Gorbenko declared a salary of UAH 190,684 received from the Department of Agro-Industrial Development of the Volyn Regional State Administration, a pension of UAH 41,301 received from the Main Department of the Pension Fund of Ukraine in the Volyn region, a pension of UAH 14,705 received by his wife Vira Gorbenko from the Main Department of the Pension Fund of Ukraine in the Volyn region, interest of UAH 289,378 received by Yuriy Gorbenko from JSC CB "PrivatBank", other income (bonus plus) of UAH 6 received by Yuriy Gorbenko from JSC CB "PrivatBank".
In his declaration upon dismissal, Gorbenko declared cash in the amount of $10,000.
