The plot of the case: on June 20, 2024, law enforcement officers detained him in the regional center of Transcarpathia for receiving a $1,000 bribe.
The investigation established that for these funds, the suspect promised the citizen help in quickly and unhindered obtaining documents on the guardianship of a close relative. This made it possible not only to receive monthly monetary compensation, but also to claim a deferment from military service.
The officials were informed of the suspicion of extorting and obtaining an illegal benefit (part 3 of Article 368 of the Criminal Code of Ukraine) and chose a preventive measure - detention with the possibility of paying a 242,000 UAH deposit. The Uzhhorod District Prosecutor's Office has already appealed this decision and insists on increasing the amount of the bail.
The ongoing pre-trial investigation is being conducted by the Uzhgorod District Police Department under the operational support of the SBU Department in Zakarpattia Oblast.
In September 2024, it became known that an indictment was sent to the court against Horvat, a member of the Uzhhorod City Council, who demanded money from conscripts claiming a postponement of the draft due to family reasons.
Persons potentially involved in corruption schemes: other participants in the corruption scheme are identified.
Assets: in the declaration for 2023, Horvat declared two plots of land and two residential buildings. In addition, he entered in the declaration two cars belonging to his wife - a MERCEDES-BENZ E 220 of 2013, with a non-market value of UAH 159,000 and a SKODA OCTAVIA of 2017, the value of which is only UAH 20,000. Horvat indicated that he has UAH 365,000 in cash, while his wife has $4,100 in cash.
