Case story: At the end of June 2026, it became known that the former director of the State Enterprise "Local Road Service in Volyn Oblast" Oksana Hrytsyuk is suspected of embezzling over UAH 2 million of budget funds. The court chose a preventive measure for her in the form of house arrest.
As reported by the Volyn Regional Prosecutor's Office, the former head of a state-owned enterprise entered into a contract with a private company to perform work on the development of land management documentation to establish the boundaries of land plots in the right-of-way of local roads.
According to the investigation, the cost of the work under the concluded contract was significantly overstated compared to market prices. As a result, the state budget suffered losses of over UAH 2.14 million.
Law enforcement officials are not officially naming the suspect. At the same time, according to open sources, in November 2020, the Local Road Service in the Volyn region was headed by Oksana Hrytsyuk. She held the position until December 2023, after which Daniil Masych became the director. Currently, the company is in a state of suspension.
In a comment to Suspilny, Oksana Hrytsyuk stated that she would challenge the suspicion and the preventive measure in court.
The suspicion was handed down without any basis and without evidence, without justification. And the court will be on my side.
The pre-trial investigation is ongoing under Part 5 of Article 191 of the Criminal Code of Ukraine (embezzlement of property through abuse of official position). The sanction of the article provides for seven to 12 years of imprisonment with confiscation of property.
Persons potentially involved in corruption schemes: no information is available from open sources about possible accomplices.
Assets: In her 2025 declaration, Hrytsyuk indicated that she owns three land plots and an apartment in the city of Lutsk in joint ownership with her children. She also declared a residential building as an unfinished construction site.



In addition, Hrytsyuk owns a Volkswagen Bora 1.6, purchased in 2010.

The former official's income for 2025 was UAH 454,476. At the same time, she did not declare any monetary assets.

Persons who should have reacted: law enforcement agencies responded to Hrytsyuk's criminal activities in a timely manner, charging her with suspicion.
Scandals: Before the corruption scheme, Hrytsyuk was not seen as a figure in other scandals.
