The plot of the case: in late September 2025, law enforcement officers detained the commander of one of the military units in Rivne, who was forcing his subordinates to build him a house in the Lviv region. The official faces up to 12 years in prison.
According to the investigation, in March 2024, the Rivne commander involved at least three subordinates in the construction of his own house in the Lviv region. As the press service of the State Bureau of Investigation clarified to journalists, the construction took place in the Zolochiv district. Instead of performing military service, the servicemen - two drivers and an electrician - received payments for work for the suspect.
According to official documentation, the aforementioned servicemen remained at their deployment site in Rivne, and therefore the state paid them monthly financial support. This amounts to over UAH 1.3 million.
The scheme operated for 1.5 years. Law enforcement officers conducted searches at the construction site, where they found two servicemen. They have now returned to duty. Another of the "builders" has been serving in the Sumy region since July.
In addition, during the searches, law enforcement officers found certificates for subordinates that the manager had issued "for conscientious service," even though they were in the Lviv region.
The commander was detained. He was charged under Part 2 of Article 28 Part 5 of Article 426-1 of the Criminal Code of Ukraine (exceeding the authority or powers of a military official) of the Criminal Code of Ukraine. The court chose for him a preventive measure in the form of detention with the possibility of posting a 1.3 million UAH bail. The official faces up to 12 years in prison for the crime.
According to the publication "Rivne Vechirnye", the detained person is Lieutenant Colonel Volodymyr Hrubsky. It is known that he deals with unmanned systems.
Individuals potentially involved in corruption schemes: in addition to Hrubsky, three of his subordinates are also involved in the scheme.
Assets: There are no declarations of the lieutenant colonel's income in open sources.
Persons who should have reacted: law enforcement agencies responded to Grubsky's criminal activities in a timely manner, charging him with suspicion.
Scandals: Before the corruption scheme, he was not seen as a figure in other scandals.
