Case story: at the end of November 2020, the acting director of the "Bread Base" branch of the State Enterprise "Okhtyrsky Bakery Plant" was suspected of embezzlement of property worth over 2.8 million hryvnias.
According to the investigation, in November 2020, the acting director of the branch of the State Reserve Agency of Ukraine, without obtaining permission from the owner of the sunflower seeds stored at the bases, decided to ship them to commercial entities without payment. Thus, the NABU believes, he was trying to receive a reward.
On November 22, detectives of the National Bureau under the procedural guidance of the SAPO reported to the acting director of one of the branches of the State Reserve Agency of Ukraine in Sumy region about suspicion of embezzlement of grain in the amount of over 2.8 million UAH. The actions of the person were qualified under Part 5 of Article 191 of the Criminal Code of Ukraine
On November 18, 2020, NABU detectives detained 7 trucks with 189 tons of seeds leaving the enterprise.
Subsequently, the HIgh Anti-Corruption Court placed Oleg Krasnokutsky, the acting director of the "Bread Base" branch of the state enterprise "Okhtyrskyi Bread Products Plant" of the State Reserve Agency of Ukraine in Sumy region, under 24-hour house arrest.
The NABU detective and the SAPO prosecutor asked the court to take Krasnokutsky into custody, as there are risks of obstructing the investigation; hiding from law enforcement agencies; illegally influencing witnesses; destroying, distorting or concealing physical evidence, and otherwise obstructing the investigation.
However, after studying the petition, the judge partially granted it. Thus, the judge sent the suspect under 24-hour house arrest with the following obligations: to arrive at the first call; not to leave the settlement where his registered place of residence is located without permission; to report any change in his place of residence and work; to refrain from communicating with certain persons, to hand over his foreign passports and to wear an electronic bracelet.
Later, it became known that NABU managed to prevent the embezzlement of grain and oilseed crops at the state enterprise "Okhtyrskyi KHP" (branch "Khlibna baza") of the State Reserve Agency in Sumy region for 6 million hryvnias.
It is noted that in December 2020, NABU detectives discovered another unaccounted grain during an investigation into the embezzlement of grain crops worth UAH 2.8 million. However, due to opposition from the branch's then management, it was not possible to establish the exact weight of the grain.
Only after the change of management of the SE "Okhtyrsky KHP" and the branch and with the assistance of new managers, the investigation found out that the total weight of unaccounted grain exceeds 800 tons, and its value reaches 6 million UAH.
Already in early October 2025, the High Anti-Corruption Court found the acting director of the branch of the state enterprise "Okhtyrskyi Bread Products Plant" of the State Reserve Agency and the acting head of the structural unit of this branch guilty of embezzling 3.2 million UAH of sunflower seed.
According to media reports, this concerns the head of the unit, Oleksandr Guchkov, and the head of the Okhtyrsky KHP, Oleg Krasnokutsky, who was put on the wanted list and tried in absentia.
On September 30, 2025, the judge of the Bilopolsky District Court announced a guilty verdict, by which the acting director of the branch of the State Enterprise "Okhtyrskyi KHP" of the State Reserve Agency of Ukraine and the acting head of the structural unit of this branch were found guilty of abuses that led to the waste of sunflower grain for 3.2 million UAH by removing it free of charge from the territory of the branch without the knowledge and permission of the owner in favor of third parties. By the court verdict, the director of the branch was found guilty of committing criminal offenses under Part 5 of Article 191, Part 2 of Article 28, Part 1 of Article 366 of the Criminal Code of Ukraine, and was sentenced to 8 years in prison with confiscation of all property owned by him, except for housing
Guchkov was sentenced to 7 years in prison with confiscation of all property owned by her, except for her home. The court also ruled that the person is deprived of the right to hold positions related to the performance of administrative and economic functions in business entities of all forms of ownership for a period of 3 years.
