The plot of the case: In the period from 2016 to 2019, Larisa Ilyenko was the head of the private joint-stock company "ATEK" plant "Red Excavator". It was this enterprise that appeared in several criminal cases due to the illegal alienation of property into private property.

After Larisa Ilyenko became the head of ATEK in 2016, the material and technical base of this enterprise began to be sold off very quickly. Equipment and workshops began to be cut into metal and sold. In 2017, the ATEK plant accumulated 29 million hryvnias in tax debts to the state.

In 2021, Larisa Ilyenko was charged with embezzlement of particularly large amounts of property. The investigation suspected Larisa Ilyenko of organizing the illegal alienation of the assets of the ATEK plant to companies controlled by her, namely, Ilyenko sold the assets of ATEK at undervalued prices. It is also stated in the case materials that Larisa Ilienko conducted illegal financial transactions and forged accounting documents.

Also, already during the pre-trial investigation, after Larisa Ilyenko's announcement of suspicion, the investigation established the facts of illegal acquisition of ATEK property in the amount of more than 54 million hryvnias.

Persons potentially involved in corruption schemes:

In her corrupt actions at the "ATEK" plant, Larisa Ilienko involved several key persons who helped her carry out illegal transactions. Namely, Andrii Nagrebelny. During Ilyenko's time at the ATEK plant, Nagrebelny was the chairman of the supervisory board. Nagrebelny actively supported Ilyenko in her financial shenanigans, including the withdrawal of assets and the fictitious sale of the plant. His role was to provide cover and manage financial flows.

Evgeny Kazmin. Head of "KVV Group" company. Kazmin's company was involved in the process of disposal of the remains of the old ATEK plant. However, the deal with him became a source of additional problems for the company, including financial and legal issues. His company was engaged in scrap metal.

Both Nagrebelny and Kazmin are involved in criminal proceedings against Larisa Ilyenko.

Assets: In the declaration for 2023, Larisa Ilienko indicated that she owns a house with an area of ​​493 square meters. m, which is located in the elite village of Kozyn near Kyiv. The house was owned by Larisa Ilyenko in May 2023. The cost of the house is 13,192,110 million hryvnias.

Also, on the same day that Larisa Ilyenko bought a house, she bought two plots of land in the same Kozyna. One with an area of ​​0.75 ha and a value of UAH 6,370,788 million, and another with an area of ​​0.55 ha and a value of UAH 6,500.

Larisa Ilyenko owns a 2019 MERCEDES-BENZ GLS400 car, which she purchased in 2022 for UAH 1,498,000 million.

Based on Larisa Ilyenko's declaration, in 2023 she received a gift in the form of money in the amount of UAH 5,193,230 million from Men Tetyana Oleksandrivna, and this was her only source of income.

Scandals:   In 2019, Larisa Ilyenko was accused of being a monopolist in sand mining in the Kyiv region. At the time, it was reported in the mass media that Ilyenko managed illegal sand mining in the elite village of Kozyn near Kyiv. The companies controlled by her then extracted more than 105 thousand cubic meters of sand, causing damage to the surrounding natural environment in the amount of 118 million hryvnias.

Illegal sand mining, organized by Ilyenko, led to serious environmental consequences. Law enforcement agencies documented the use of equipment for illegal business, seized funds, documentation and ammunition during searches of the suspects' residences and office premises. But Ilyenko herself was not involved in criminal cases at that time. Activists and journalists attributed this to connections in political and business circles, which allowed her to avoid responsibility for her actions.

It should be noted that the employees of the National Police of Ukraine reacted to Larisa Ilyenko's corrupt actions, but the investigation into the case was not completed, and it is still in the courts. Accordingly, it was the employees of the General Prosecutor's Office who were investigating the corruption of Larisa Ilyenko. Also, it was the General Prosecutor's Office that investigated cases related to illegal sand mining, but even then Ilyenko avoided responsibility.
