"Bribe for the allocation of land plots" by Yaroslav Kachur

Case story: At the end of July 2025, the Khmelnytskyi Court of Appeals issued a new verdict against Yaroslav Kachur, the former head of the Kunytskyi village council, for corruption. The official demanded a $15,000 bribe from a local resident for the allocation of five land plots. Instead of a fine, the accused was sentenced to 5 years in prison.

According to the verdict of July 17, in April 2020, a man turned to the head of the Kunytska village council, Yaroslav Kachur, with a request to allocate land for his fellow villagers for personal farming. The official promised to influence the village council deputies, for a reward of $15,000, so that during the next session they would make a decision to transfer five plots of land with a total area of ​​9.9 hectares.

On October 19, 2020, Yaroslav Kachur met with a local resident in his office and handed him five decisions on the allocation of land plots, as he had requested. When the official received a $15,000 reward, he was detained by law enforcement officers.

The court of first instance found the village head guilty under Part 2 of Article 369-2 of the Criminal Code of Ukraine (abuse of influence) and imposed a fine of UAH 59,500. However, the prosecutor proved in the Khmelnytskyi Court of Appeal that such a punishment is too lenient and does not correspond to the severity of the crime committed. Ultimately, Judge Larysa Kulesha changed the sentence - instead of a fine, she imposed 5 years of imprisonment.
