The plot of the case: in the spring of 2022, it became known that SBI investigators reported the first suspicion to Kavetsky, who allowed the illegal alienation of 26.7 hectares of communally owned land on the territory of the Zimnovodov village council and distributed it to private individuals. The value of the land is estimated at UAH 113 million. In addition, the official has established the fact of signing orders on the approval of land management projects regarding the allocation and transfer of land plots. This resulted in damage to the community in the amount of over 480,000 hryvnias.
At that time, it was reported that the information regarding the commission of similar crimes and the receipt of bribes from customers who were granted illegal permission for the registration of land plots was being checked. The investigation is conducted according to part 1 and 2 of Article 364 of the Criminal Code (Abuse of power or official position), on the grounds of committing criminal offenses provided for in Article 3. 365 of the Criminal Code of Ukraine (Exceeding power or official authority), Part 2 of Article 367 of the Criminal Code of Ukraine (Official negligence). The case was brought to court in July 2022.
At the end of February 2023, it became known about the second suspicion of Kavetsky based on the facts that were discovered during the investigation of the previous case. According to the investigation, in 2015-2016, the suspect issued about 30 orders approving land management projects and transferring land plots to citizens for individual summer house construction.
"Contrary to the requirements of the law, the official made a decision to transfer 30 plots of land of Skolivska and Turkivska communities, with an area of more than 2.7 hectares, to the ownership of citizens. Recreational land was distributed for individual summer house construction. The official caused losses to the state of more than 3.8 million hryvnias." - reported in the SBI.
The head of the State Geocadastre of Lviv Oblast was charged with abuse of power or official authority (Part 1, 3 of Article 365 of the Criminal Procedure Code). The law enforcement officers filed a motion with the court to choose a preventive measure for him in the form of detention and removal from office.
However, the Pechersk District Court of Kyiv, which considered the request for a preventive measure, decided that the person involved in two criminal cases can be released on personal recognizance as a suspect. In addition, a request to remove the official from his position was rejected.
These are not the first criminal cases involving the head of the Lviv State Geocadastre, Andriy Kavetskyi. At the end of 2019, the State Bureau of Investigation (SBI) already came to Kavetskyi with searches due to misuse of land plots in the Pustomyty district of the Lviv region.
At the end of July 2026, employees of the State Bureau of Investigation, in cooperation with the National Agency for the Prevention of Corruption, detained the head of the State Geocadastre department in the Lviv region, who was trying to bribe an employee of the NACP.
The official offered a NACP employee $30,000 for positive results in monitoring his lifestyle and those associated with him. In this way, he sought to avoid detection of possible violations and liability
We are talking about Andriy Kavetsky. The NACP began monitoring at the end of 2025 at the initiative of the State Bureau of Investigation within the framework of a separate criminal proceeding being investigated by the Bureau.
In June 2026, the head of the regional State Geocadastre began to persistently seek a personal meeting with the head of one of the NACP divisions. During the meeting in Lviv, he offered the Agency official $30,000 for the desired monitoring result. Trying to hide the content of the conversation, the man wrote the bribe amount in pen on a napkin.
The NACP employee immediately reported the illegal offer to the Agency's management. This allowed law enforcement officers to document the official's illegal actions. He subsequently scheduled a new meeting and arrived in Kyiv.
On July 27, 2026, in Kyiv, the official personally transferred the agreed amount. He hid the money in a cardboard tube from a bottle of alcoholic beverages. He was detained immediately after transferring the funds.
He was informed of suspicion under Part 3 of Article 369 of the Criminal Code of Ukraine - offering, promising, or providing an improper benefit to an official holding a responsible position.
Subsequently, the Pechersky District Court of Kyiv imposed a preventive measure on the head of the Main Department of the State Geocadastre of Lviv Region, Andriy Kavetsky, who was detained for offering a $30,000 bribe to an employee of the National Anti-Corruption Commission.
As journalists were informed by the Prosecutor General's Office, the court chose a preventive measure in the form of detention for the head of the regional department of the State Geocadastre with the alternative of bail in the amount of UAH 89.8 million.
Persons potentially involved in the corruption scheme: open sources do not provide information about Kavetsky's possible accomplices.
Assets: for 2022, Andriy Kavetskyi indicated 221 thousand UAH of income, and his wife - over 5 million UAH.
As indicated in the official's electronic declaration for 2022, Andriy Kavetsky lives with his wife Kateryna and son. However, judging by the declaration, the family is homeless. The 40-year-old official and his wife Kateryna did not indicate any of their own or rented real estate, or property that they would use free of charge.
The couple keeps their savings mostly in cash: Andriy Kavetskyi – $10,000, €1,500, UAH 67,500, another UAH 532,000 and $25,000 are kept by his wife.
In his 2023 declaration, Andriy Kavetskyi indicated for the first time the real estate he uses. The declaration indicates the right to use an apartment in Lviv and an apartment in the village of Mlyniv in the Rivne region.
The declaration also indicates that since 2023, Kavetsky has been using a Lexus LS 460 car, owned by Denys Nakonechny, free of charge.
According to the declaration for 2023, Andriy Kavetsky's salary at the State Geocadastre of Lviv Region is UAH 219,000, and his wife Kateryna indicated UAH 4.9 million in income from entrepreneurial activities.
As for savings, the official keeps them mostly in cash: 67.5 thousand UAH, 1.5 thousand euros and 10 thousand dollars. Kateryna Kavetska declares 45 thousand dollars, 20 thousand euros and 330 thousand UAH in cash.
Persons who should have responded to corruption schemes: law enforcement agencies responded promptly to the criminal activities of Andriy Kavetsky. In particular, his case is being handled by the State Bureau of Investigation and the Prosecutor General's Office.
Scandals: In July 2021, the Lviv Regional Council initiated his dismissal due to abuse of land transfer to united communities as part of the decentralization reform, but this did not yield any results.
In addition, in April 2024, the Supreme Anti-Corruption Court ordered NABU detectives to open criminal proceedings due to possible false declaration of property by Andriy Kavetsky. For several years, the official did not declare any property that he owned or used, thus Andriy Kavetsky was effectively "homeless."
The Supreme Anti-Corruption Court obliged NABU to enter into the register of pre-trial investigations information about the possible commission of a criminal offense by the head of the State Geocadastre of Lviv region - under Article 366-2 of the Criminal Code of Ukraine (declaration of false information).
The head of "Special Correspondents" LLC appealed to the court with a complaint and said that at the end of February 2024, he sent a statement to the bureau's e-mail about the possible commission of a criminal offense by Andriy Kavetsky, but the detectives did not enter the information into the register of pre-trial investigations.
In the statement about the criminal offense, the director of the "Special Correspondents" information agency noted, in particular, that the head of the State Geocadastre Department in the Lviv region has been using a premium-class Audi S8 car for a long time and since 2019 he has committed 15 administrative offenses on this car. However, this car is not listed in Andrii Kavetskyi's declaration.
