The plot of the case: in early January 2026, the former deputy of the Kharkiv District Council was suspected of entering knowingly false information into the declaration.
According to media reports, the person involved is a former deputy of the Kharkiv District Council from the "Servant of the People" party, Said Khalid Pahlavan.
According to the investigation, at the time of submitting the annual declaration for 2023, the suspect held the position of deputy of the Kharkiv District Council of the 8th convocation. Contrary to the requirements of anti-corruption legislation, he did not reflect in the declaration information subject to mandatory declaration, totaling more than 31.5 million hryvnias.
In particular, the Porsche Cayenne car, which he purchased for UAH 1.3 million and later sold for UAH 1.4 million, is not listed.
Also not specified are monetary assets - balances in accounts in several banks, the total amount of which at the end of the reporting period exceeded 173 thousand hryvnias.
The deputy also "forgot" to enter data on a loan from an individual in the amount of 700 thousand euros, which at the official NBU exchange rate is over 28.7 million hryvnias.
In addition, the declarant did not indicate income in the form of interest from the bank.
In general, the information provided in the declaration differs from the true information by more than 31.5 million hryvnias.
The deputy's powers were terminated early in the summer of 2025. Law enforcement officers exposed him in Odessa, where he is currently temporarily residing, the prosecutor's office noted.
Under the procedural guidance of the Kharkiv Regional Prosecutor's Office, he was notified of suspicion of entering knowingly false information into the declaration.
