Case story: At the end of September 2025, the National Agency for the Prevention of Corruption (NACP) discovered a violation in the declaration of Oleg Khyzhnyak, director of the children's sanatorium and health complex "Electronics - Rivne". The official hid information about the presence of a house and money owed by his wife - a total of UAH 12.8 million. Now he faces criminal liability.
As reported by the press service of the NACP, during the inspection of the income declaration of the director of the children's sanatorium Oleg Khyzhnyak for 2022, law enforcement officers discovered that the official did not indicate:
· the presence of an unfinished residential building in Rivne with an area of 375 m2, located on his land plot worth 8.2 million UAH;
· the wife's financial obligation in the amount of 170 thousand dollars, which is equivalent to 4.6 million UAH.
Additional analysis revealed a number of other violations. According to the State Register of Real Property Rights, the official's father owns a residential building with an area of 174 m² on Dvoretska Street, which at the time of purchase cost almost 5 million hryvnias. The Chili store is located at the same address, which opened in December 2020. The establishment's website lists a contact phone number belonging to Oleh Mykolayovych Khyzhnyak's wife, Halyna Khyzhnyak.
The declaration also lacks information about a 287 m² land plot, which has belonged to the official's father since July 2022. Real estate experts note that the real value of this land significantly exceeds the declared 20 thousand hryvnias, taking into account its location in the city.
Khyzhnyak Oleh Mykolayovych tried to justify the unreliability of the data by the lack of supporting documents, but representatives of the NACP point to the systemic nature of the violations. In particular, in the section on unfinished construction sites, there is no data at all on a residential building with an area of 460 m² on Priluzhna Street in Rivne, which is located on a land plot with an area of 619 m².
In total, Oleh Khyzhnyak concealed information about his financial situation by more than UAH 12.8 million. He was suspected of declaring false information (Part 2, Article 366-2 of the Criminal Code of Ukraine). The sanction of the article provides for up to two years of imprisonment with temporary suspension from office.
According to open sources, 47-year-old Oleg Khyzhnyak is a well-known restaurateur in Rivne, owner of several catering establishments. In 2008, he was a candidate for the position of mayor of Rivne, but lost. In the last elections, he ran for the Rivne City Council from the political party "Rivne Together" (the team of the current secretary of the City Council Viktor Shakyrzyan), but also lost. He headed the children's sanatorium "Electronic - Rivne" in 2021.
On August 11, 2025, the Rivne region prosecutor's office reported the exposure of the sanatorium director, but at that time it was only known about the concealment of a house worth 8 million UAH. As Oksana Zhuzhelska, a spokeswoman for the prosecutor's office, clarified to journalists, during the investigation, law enforcement officers also discovered that his wife owed him 4.6 million UAH.
At the end of October, as reported on the website of the Rivne Regional Prosecutor's Office, an indictment was sent to the court against the director of one of the municipal enterprises of the Rivne City Council for declaring false information.
According to the investigation, he knowingly entered false information into his 2022 tax return:
In particular, his declaration does not reflect a house in the regional center, with an area of over 400 square meters and a cost of over eight million hryvnias, as well as his wife's financial obligations in the amount of over 4.6 million hryvnias.
The amounts of money indicated by the prosecutor's office coincide with those mentioned in the press release of the National Agency for Corruption Prevention about the director of the Children's Sanatorium and Health Complex "Electronic - Rivne" Oleg Khyzhnyak.
Persons potentially involved in corruption schemes: open sources do not provide information about possible accomplices, but Khyzhnyak's wife may be a potential accomplice.
Assets: In his uncorrected 2024 tax return, Khyzhnyak indicated that he owned a land plot and non-residential premises in the city of Rivne. He also declared a residential building as an object of unfinished construction.


Khyzhnyak also indicated that his father owns two cars at once - an Opel Vectra and a Dodge Nitro. His mother owns another car, a Toyota Rav4. Khyzhnyak also uses all of the cars.

Khyzhnyak's income for this year was 413,213 UAH, and his wife received a pension of 139,866 UAH.

Persons who should have reacted: law enforcement agencies reacted in a timely manner, handing Khyzhnyak a charge of suspicion.
Scandals: The Department of Strategic Investigations in the Rivne region in 2024 drew up two protocols on Khyzhnyak's administrative offenses.
Protocol No. 385 states that Oleh Khyzhnyak, while serving as director of a municipal enterprise of the Rivne territorial community, violated the statutory requirements for reporting a conflict of interest of his immediate superior, thereby committing an offense related to corruption, liability for which is provided for in Part 1 of Article 172-7 of the Code of Ukraine on Administrative Offenses.
And according to protocol No. 386, he made a decision and took actions in conditions of a real conflict of interest, thereby committing an offense related to corruption, the liability for which is provided for in Part 2 of Article 172-7 of the Code of Administrative Offenses.
The protocols were submitted to the court. And in the register of court decisions, journalists found information about this case. It states that by his order of December 23, 2022, Khyzhnyak appointed his father Mykola Khyzhnyak to the position of driver at "Electronic-Rivne".
Khyzhnyak did report the existence of a conflict of interest to the Rivne City Council Education Department, but only on June 7, 2024, that is, in violation of the deadlines stipulated in Clause 2, Part 1, Article 28 of the Law of Ukraine "On Prevention of Corruption."
At the court hearing, Oleg Khyzhnyak and his defense attorney, Oleg Zrazhevsky, pleaded not guilty to the offenses and requested that the case be closed due to the expiration of the term for bringing them to administrative responsibility.
They informed the court that the company's staffing list for 2022-2023 approved the position of driver, which belongs to the economic department and reports to the company's engineer. They added that the candidate was selected by an employee of the human resources department, and the interview was with the chief engineer, who allegedly did not know about the family ties between Oleg and Mykola Khyzhnyak.
They also indicated that the issue of the driver's family ties with the head of the enterprise was the subject of consideration at a joint meeting of the administration and the council of the enterprise's labor collective. Based on the results, protocol No. 6 dated December 23, 2022 was drawn up, which indicated that such employment is possible and there is no conflict of interest.
Oleh Khyzhnyak allegedly did not use the car driven by his father and did not sign any order to award him a bonus.
In January 2025, Judge Serhiy Naumov of the Rivne City Court decided to close the proceedings in the case of bringing Oleh Khyzhnyak to administrative liability - due to the expiration of the terms for imposing administrative penalties at the time of consideration of the case.
