Case story: Interpol detained in Canada the former director of the Volodymyrteplo KP and former deputy of the Volodymyr City Council Serhiy Koba, who went on a business trip abroad in 2023 and did not return. He is a defendant in criminal proceedings for embezzlement of budget funds and was on the international wanted list. Currently, preparations are underway to extradite the official to Ukraine.
Criminal proceedings against Serhiy Koba were opened in November 2024. According to the investigation, in February 2023, he, as the head of Volodymyrtepla, concluded a contract with an entrepreneur for the supply of a thousand cubic meters of wood chips for UAH 6.9 million. The contractor was paid an advance of UAH 4 million, although he did not have the necessary production capacity and experience. In the end, he only partially supplied the goods - for UAH 1.3 million, and did not return another UAH 2.7 million to the enterprise.
At the time of the investigation, Serhiy Koba was already abroad. In 2023, he, together with the deputy mayor of Volodymyr Yaroslav Matviychuk and the director of the municipal enterprise "Polygon" Volodymyr Sobipan, went on a business trip to Lithuania to study alternative energy technologies. The delegation was supposed to return on September 15, but Koba remained abroad and later resigned from his position by sending a letter by mail. Later, he also resigned as a deputy.
In August and October 2025, the court twice in absentia chose a preventive measure in the form of detention for him, after which the former employee was put on the international wanted list.
According to the publication "The Power of Truth", on February 17, Canadian law enforcement officers detained Serhiy Koba. Sources in law enforcement agencies confirmed this information to ZAXID.NET. The day before, the ex-MP's wife posted a video of the family's vacation at a ski resort in Canada on social networks. Journalists suggest that this could have helped establish his whereabouts.
As a reminder, Serhiy Koba was elected to the Volodymyr City Council in 2020 from the "Strength and Honor" party. In the city council, he headed the party's deputy faction and became the secretary of the standing commission on socio-economic development, budget and finance. He was appointed to the position of head of Volodymyrtepla in 2017.

The cost of the share is UAH 760,000, which corresponds to 19% of the authorized capital of the company. Corporate rights have not been transferred to management.
In his 2024 tax return, Koba Serhiy Anatoliyovych declared the following income: UAH 14 of other income received from JSC CB PrivatBank, as well as UAH 12,422 of income from renting out property received from LLC Progress. In addition, his wife Tseyko Inna Ruslanivna declared UAH 123 of other income from JSC CB PrivatBank.
In the declaration for 2024, Koba Serhiy Anatoliyovych indicated the following monetary assets: 10,000 US dollars in cash, 10,000 euros in cash and 240,000 UAH in cash. In addition, 1,433 UAH is placed on his account at Oschadbank. Also, Tseyko's wife Inna Ruslanivna declared 50,000 US dollars in cash and 15,000 euros in cash.
Persons who should have reacted: in his case, law enforcement officers reacted, however, he has still not appeared in court.
Scandals: judging by information from the media, Koba is a rather scandalous person. Until 2019, he was an ardent opponent of the city authorities, heading the city branch of the Svoboda VO. And his political views in no way coincided with the views of the then mayor Petro Saganyuk. However, for the sake of the position, which he still holds to this day, he renounced the interests and charter of the party. For which Serhiy Koba was expelled from this political force for failure to comply with the decision of the XXXVII Congress of the Svoboda VO and the orders of the party leadership.
Since then, he has completely come under the managerial "finger" of the mayor and, at his "initiation", was appointed a kind of "handy" director of the city's municipal enterprise, which is warm in every sense of the word. In 2020, when the election campaign began, the team of Saganyuk - at that time the head of the city branch of the political party "Strength and Honor" - was joined by the werewolf Koba.
After all, folk wisdom says: whoever betrayed once will betray again. But for some reason, Petro Danylovych did not believe in these prophetic words and, in addition to running for deputy of the Volodymyr-Volyn city council, he delegated Serhiy Koba to be a member of the board of the regional branch of "Strength and Honor", which was supported by fellow party members at the regional party conference.
After Igor Palyonka, a protege of People's Deputy Igor Huzy, came to power, Serhiy Koba, elected as a city council deputy from "Strength and Honor", for the second time renounced not only the party, but also the political leader, instantly joining the team of the newly elected city mayor Igor Palyonka from the party list "For the Future". In doing so, he betrayed both the political force and the political leader for the second time.
In gratitude, Ihor Palyonka did not resort to lustration of Serhiy Koba as the head of the previous government, on the contrary, in two and a half years Serhiy Anatoliyovych gained so much trust and became accustomed to government officials that he practically switched to maintaining the city budget with various preferences and bonuses. Given this turn of events, Petro Danylovych repeatedly appealed to the regional leadership of "Strength and Honor" to exclude Serhiy Koba from the board members. However, a certain procedure was delayed in time.
