The plot of the case: on February 22, 2024, law enforcement officers informed the former head of the Military Medical Commission of the Chernihiv Regional Territorial Center of Recruitment and Social Support, Ihor Kodovbetsky, of the suspicion of receiving a bribe for declaring a man unfit for military service.
According to the investigation, the former official, together with currently unidentified officials of the Chernihiv OTCC and SP, who are authorized to decide on the issue of determining the degree of fitness for military service, helped the residents of Chernihiv to evade conscription during mobilization.
He received 5,000 dollars from a conscript for declaring him unfit for military service due to his health, with exclusion from military registration. In the future, the man could leave the country without hindrance.
Law enforcement officers conducted 11 searches at the residences and office offices of members of the VLK of the Chernihiv OTCC and SP. Cash in the amount of more than 972 thousand dollars and 22.5 thousand euros was found and seized at the suspect's place of residence.
The Desnian District Court of Chernihiv remanded the suspect in custody without bail. An investigation is ongoing to establish the circumstances of the crime and bring to justice all persons involved in the corruption scheme. Perpetrators face up to 10 years in prison with confiscation of property.

Net worth: In Kodovbetsky's most recent 2020 e-declaration, which he filed after his discharge from the Armed Forces in 2021, he declared a 2020 Toyota RAV-4 of the same model year. This car then cost almost 800 thousand hryvnias.
At the same time, the man indicated his income for that year at the level of 640,467 hryvnias. In particular, we are talking about 271,313 hryvnias for salaries in the regional TCC and JV, 3,306 hryvnias for interest from "PrivatBank", 25,472 hryvnias for pensions, 4,979 hryvnias for leasing property, 7,436 hryvnias for social benefits, as well as 229,172 hryvnias for income from sales real estate and 98,789 hryvnias of other salaries.
Persons who should have responded to corruption schemes: in the case of Kodovbetskyi, law enforcement agencies promptly responded to criminal activity. In particular, his case was handled by representatives of the Prosecutor General's Office.
Scandals: in the winter of 2024, it became known that Ihor Kodovbetskyi, in whom the law enforcement officers found almost one million dollars in cash and more than 22 thousand euros, in January filed a lawsuit in court regarding the recalculation of his pension, because he believed that he was illegally set the maximum amount of the pension no more ten living wages, for people who have lost their ability to work. This, as of February 2024, is 23,610 hryvnias.
He justified his position by the fact that when recalculating the previously assigned pension, the content and scope of social guarantees should not be narrowed.
In 2023, Kodovbetsky also sued regarding the recalculation of the pension amount. At that time, the Chernihiv District Administrative Court found the refusal of the State Pension Fund in Chernihiv Region to be recalculated illegal, and nevertheless ordered it to be carried out on the basis of an updated certificate from the TCC and the JV.
In 2021, Kodovbetskyi sued the Department of Social Policy of the Chernihiv City Council regarding the payment of the unpaid part of the annual one-time cash benefit as a war disabled person for 2020 in the amount of 8,306 hryvnias. Kodovbetskyi received 3,160 hryvnias, but he wanted to receive 11,466 hryvnias. The court decided to collect these funds from the Department of Social Policy of the Chernihiv City Council in favor of Kodovbetskyi.
