Scandals: On August 1, 2025, it became known that the head of the Energy Customs Service, one of the divisions of the State Customs Service, Anatoliy Komar, and his family use apartments and parking spaces in an elite residential complex in Kyiv, drive a premium car, and build a large estate worth about UAH 70 million. How a civil servant manages to lead an elite lifestyle despite his official income, journalists from "Schemes" (a project of Radio Liberty) found out.
Anatoliy Komar, 44, is a retired officer. He worked for about 20 years in the Security Service of Ukraine, where he was likely involved in the protection of critical infrastructure. After retirement, Komar worked for several years as an advisor to private companies.
Anatoly Komar headed the Energy Customs Service two weeks before the full-scale Russian invasion of Ukraine. The top official's unit processes all excisable energy products crossing the Ukrainian border, and also controls the non-admission of Russian fuel to the Ukrainian market. The Energy Customs Service is supposed to prevent smuggling and monitor the correct payment by businesses of all duties on oil, gas, electricity, and all types of fuel.
Despite a salary of 90 thousand UAH per month, the official lives in an elite residential complex in Kyiv and even takes care of the football clubs "Livyi Bereg" and "Rokytne". One of the sponsors of FC "Rokytne" from Poltava region is the private holding VM Groupe, whose activities are being investigated by law enforcement agencies for the import of fuel components of Russian origin into Ukraine and is suspected of evading excise tax and causing multi-million losses to the budget.
The head of the Energy Customs provided a written response to journalists, assuring that he had in no way contributed to the VM Groupe holding and its owner, Vitaliy Marchenko.
Journalists examined Komar's declaration, according to which it follows that the official's high standard of living is ensured by his wife Maria and her family.
Maria Komar works as a tour guide and sells online courses. In 2024, the entrepreneur declared over UAH 4 million. Earlier, in 2021, the customs officer's wife received UAH 2 million as a gift from her mother and almost UAH 3 million from her 91-year-old grandmother.
Anatoly Komar has an apartment in the elite residential complex "Boulevard Fontaniv" in the very center of Kyiv for UAH 3.7 million. However, since 2020, the Komar family has been living in another comfort-class residential complex on the banks of the Dnieper. Two apartments and a parking space there were purchased by the father of Anatoly Komar's wife, Serhiy Gladkov.
Currently, the 69-year-old father-in-law of a retired customs officer is completing the construction of a large estate (450 m2), worth about UAH 70 million, in the village of Vyshenki near Kyiv. He also recently bought a 2024 Volvo XC90, worth about UAH 2 million.
As it is said, Serhiy Gladkov worked at the Chernivtsi Metalworking Plant from 1998 to 2009, with an official salary of several thousand hryvnias per month. Later, in 2019, at the age of 63, he opened an individual entrepreneur. In total, during his working career until March 2025, he earned just over 16.5 million hryvnias.
The registered types of business activities of the Gladkovs' sole proprietorships are the organization of congresses and trade shows.
While investigating Anatoly Komar's luxurious lifestyle, journalists also found out that he drives a premium Mercedes S-class car, which his family rented from a private company for 16 times less than the market value.
It is known that the 17-year-old daughter of the customs officer studies at King's College in London, and before that, at a private school in Cyprus, although the official declares that she lives in Ukraine.
Anatoliy Komar himself, in a comment to "Schemes", stated that the estate near Kyiv was supposedly not built for him, and that his daughter's education is being paid for by her unnamed godfather. But he refused to answer detailed questions from journalists about the origin of the money for the family's elite property, stating that they "do not relate to his professional activities."
On August 4, 2025, the Head of the Energy Customs Service, Anatoly Komar, was removed from his post. He was involved in a scandal after a journalistic investigation. This was reported by the Ministry of Finance of Ukraine and the State Customs Service.
In connection with the facts set forth in the journalistic investigation of Radio Liberty, Finance Minister Serhiy Marchenko instructed the Acting Head of the State Customs Service to consider the issue of suspending Anatoly Komar, the Head of the Energy Customs Service of Ukraine, from performing his duties for the duration of the internal investigation.
They added that the decision on Komar's continued tenure will be made based on the results of an investigation by the National Agency for the Prevention of Corruption and law enforcement officers.
Assets: in the 2024 declaration, Komar indicated that he owns an apartment in Kyiv (worth UAH 3,757,787), a land plot in the village of Rokyta, and also indicated residence in two other apartments in the capital, use of two parking spaces, and the city of registration in another apartment in Kyiv. His wife Maria also owns a land plot, indicated residence in two other apartments in the capital, use of two parking spaces, and the city of registration in another apartment.
Anatoliy Komar also indicated that he uses two cars: a Mercedes-Benz S 400 and an Audi Q8 (the latter belongs to the official's wife and costs UAH 1.5 million).
Anatoly Komar's income for the same year was UAH 1,351,634, and his wife Maria's was UAH 4,786,501.
Anatoliy Komar declared 500,000 UAH in cash, and 85,516 UAH in his bank accounts. The official's wife declared 3,000,000 UAH and 140,000 USD in cash, and 183,817 UAH, 3,056 USD, and 92 EUR in her bank accounts.
