Case story: On February 3, 2026, the Kyiv City Prosecutor's Office reported the announcement of suspicion against the director of the Department of Industry and Entrepreneurship Development of the Kyiv City State Administration for entering inaccurate data into the electronic declaration.
According to the investigation, in his annual declaration for 2023, the official indicated the presence of cash savings in the amount of 31 million hryvnias. At the same time, an analysis of his income and expenses shows that he objectively could not have accumulated such an amount.
Law enforcement officers found out that the official had made a number of expensive purchases in recent years. In particular, this includes an apartment worth UAH 8.4 million, an Infiniti FX37S car for UAH 440,000, a Mercedes-Benz GL500 for UAH 600,000, as well as other movable property.
Despite the significant expenses, the amount of declared savings remained almost unchanged. According to the investigation, taking into account official income for the entire period of work in the civil service, the official could have saved no more than 9 million hryvnias.
Thus, according to the prosecutor's office, the declaration contained false information amounting to about UAH 22 million. The department believes that these figures could have been entered in order to legalize expensive purchases made while in the civil service.
The man was informed of suspicion under Part 2 of Article 366-2 of the Criminal Code of Ukraine - declaring false information.
Law enforcement agencies are not disclosing the name of the person involved in the case. At the same time, the current position of director of the Department of Industry and Entrepreneurship Development of the Kyiv City State Administration is held by Volodymyr Kostikov. He headed the department in March 2023, and before that he worked as the first deputy head for three years.
Persons potentially involved in corruption schemes: no information is available from open sources about possible accomplices.
Assets: in the declaration for 2024, Kostikov indicated that together with family members he owns two apartments of 127 and 51 sq m, and a garage.
In addition, Kostikov declared an Infiniti FX37S passenger car (declared value – UAH 440,000).
The official's income for the same year was UAH 1,011,019, and his wife's was UAH 1,706,765.
The couple declared their main monetary assets in cash – Kostikov declares over half a million dollars, 73 thousand euros, and 8.7 million UAH in cash. His wife has 1.2 million UAH and another 70 thousand dollars.
Persons who should have reacted: law enforcement agencies responded to Kostikov's activities in a timely manner, charging him with suspicion of false declaration.
Scandals: In late October 2025, the media reported that another scandal involving Kyiv City State Administration officials had erupted in Kyiv. On October 27, Volodymyr Kostikov, director of the Department of Industry and Entrepreneurship Development, celebrated his birthday at the Intense karaoke bar — in the middle of a working day following the Russian shelling of the capital, which killed three people. The celebration was filmed by journalists from the Informer publication, who went straight to the hall.
