Case story: In the spring of 2025, the Yarmolynetskyi District Court sentenced Anatoly Koval, the head of the Kadyivka Village Council, for abuse of office. The defendant twice signed documents about his own bonuses, thanks to which he illegally received almost 70 thousand UAH. For this, the official was removed from office and sentenced to three years in prison.
As stated in the verdict of April 9, Anatoliy Koval was the head of the Kadyivka village council from December 1996 to December 2020. In 2019, the official signed a document on his own bonus, in which the calculation was made not based on the size of the official salary, but on the size of the average earnings. Thus, the accused received UAH 19,910 more than the required amount.
In addition, in January 2020, the official initiated a vote of the village council deputies on providing him with material assistance. Only six out of 12 deputies were present at the plenary session, who, contrary to the law, made a decision to recalculate the UAH 60,000 bonus to Anatoly Koval. Including taxes, the village council chairman illegally received UAH 50,000.
Judge Andriy Solovyov found Anatoly Koval guilty of Part 3 of Article 191 of the Criminal Code of Ukraine (embezzlement, embezzlement of property or taking possession of it by abuse of official position) and sentenced him to three years in prison with a two-year disqualification from holding positions in local government bodies. The decision can still be appealed in the Court of Appeal.

Assets: in his 2020 tax declaration, Anatoliy Koval indicated that he owns an apartment and four land plots.
In addition, the former official declared a ZAZ car purchased for UAH 15,000.
Koval's income for the same year was 226,554 UAH, and his wife's - 198,936 UAH.
