The plot of the case: as stated in the verdict of June 16, 2025, in the winter of 2024, the head of the Main Department of the Volyn Region Police Department, Andriy Kovalenko, agreed with the director of SM-Rembud LLC that he would provide him with 3 to 5% of the state budget revenues for the overhaul of the temporary detention center in Kovel and the police building in the village of Manevychi. In return, the accused promised not to hinder and facilitate the activities of the entrepreneur.
Andriy Kovalenko was detained on December 9, 2024, while receiving a bribe of UAH 50,000. In court, the policeman fully admitted his guilt and repented, asking not to be punished severely.
Judge Volodymyr Khylyuk found the official guilty under Part 2 of Article 369-2 of the Criminal Code of Ukraine (abuse of influence) and imposed a fine of UAH 52,000. In addition, the accused was ordered to pay UAH 3,183 for the examination. The decision can still be appealed in the court of appeal. We add that according to the analytical portal YouControl, SM-Rembud LLC was registered in February 2017 in the village of Turiysk, Kovel district. It specializes in construction, construction and installation work and other construction completion works. The owner of the company is Olga Mazurkevych, and the director is Yuriy Baran.

Assets: In his 2024 declaration, Andriy Ivanovych Kovalenko indicated that he rents a residential building owned by Viktoriya Volodymyrivna Klein. The subject does not have ownership of the housing, but uses it on a lease basis.
Two vehicles were also declared: a 2008 Chevrolet Aveo, purchased on April 24, 2023 for 4,000 hryvnias, and a 2007 Mitsubishi Pajero, purchased on July 3, 2024 for 10,000 hryvnias.
The income includes cash assistance in the amount of 739,046 hryvnias, as well as other income: – assistance for IDPs – 4,000 hryvnias – humanitarian aid – 2,217 hryvnias – income from the sale of movable property – 204,500 hryvnias – charitable assistance – 21,000 hryvnias
The monetary assets section indicates the presence of 200,000 hryvnias in cash, as well as an account in PrivatBank.
Persons who should have reacted: in the case of Kovalenko, law enforcement officers reacted in a timely manner.
