The plot of the case: according to the investigation, on January 29, 2026, the 57-year-old deputy mayor, while in a car, handed over $5,000 to a law enforcement officer. For this money, he tried to negotiate the closure of the criminal proceedings in which he appeared.
The Cherkasy Regional Prosecutor's Office clarified that this is a case of systematic placement of garbage outside the landfill during the period when the official headed the municipal enterprise in 2020–2025.
As a result, the land plot adjacent to the landfill with an area of over 4.5 hectares was littered and polluted. The damage to the state is estimated at over 6 million UAH.
Currently, the deputy mayor of one of the communities of Cherkasy region has been charged under Part 3 of Article 369 of the Criminal Code of Ukraine - offering, promising or providing an illegal benefit to an official. The sanction of the article provides for four to eight years of imprisonment with or without confiscation of property.
As the publication "1800" found out, this is Serhiy Stanislavovich Kulikov. He holds the position of deputy mayor for executive work and is also a member of the management team of the municipal enterprise "Dobrobut".
Persons potentially involved in corruption schemes: open sources do not provide information about Kulikov's possible accomplices.
Assets: in his 2025 tax declaration, Kulikov indicated that he owns an apartment in the city of Zvenyhorodka, which he purchased in 2016.
In addition, at the end of 2025, Kulikov purchased a new premium car – an Audi Q5, the cost of which he decided not to disclose.
For the same year, Kulikov's income was UAH 808,146. However, he did not declare any monetary assets.
Persons who should have reacted: law enforcement agencies responded in a timely manner to the criminal activities of the official, presenting him with a suspicion.
Scandals: Before the corruption scheme, he was not seen as a figure in other scandals.
