"Waste on Cinema Reconstruction" by Vasyl Lishchuk

Case story: On June 24, 2026, law enforcement officers announced suspicions against the head of one of the departments of the Lutsk City Council in embezzling over UAH 2.3 million during the reconstruction of the former Batkivshchyna cinema. The official faces up to 12 years in prison for the crime.

According to the investigation, during the implementation of the cinema reconstruction project, the official colluded with the contractor and signed a contract with an additional agreement, which unjustifiably increased the cost of equipment and machinery used during the construction work. Experts estimated the losses to the budget at over 2.3 million UAH.

Law enforcement officials are not disclosing the suspect's name, but according to the court ruling, it is Vasyl Lishchuk, head of the capital construction department of the Lutsk City Council. He has held this position since August 2024.

In addition, on June 12, the Lutsk City District Court found Vasyl Lishchuk guilty of violating procurement legislation (Part 3, Article 164-14 of the Code of Administrative Offenses) and fined him UAH 25,500.

Law enforcement officers have launched an investigation under Part 5 of Article 191 of the Criminal Code of Ukraine (embezzlement of property through abuse of official position on an especially large scale). The sanction of the article provides for seven to 12 years of imprisonment with confiscation of property. The court chose a preventive measure for the official in the form of house arrest.

The large-scale reconstruction of the former Batkivshchyna cinema in Lutsk began in the summer of 2024. The building was converted into business space to support local and relocated entrepreneurs. The total cost of the project was UAH 42 million, of which UAH 34 million was provided by international partners as a grant, and another UAH 8 million was financed by the city.

After the reconstruction, the premises were equipped with a multifunctional hall for 300 seats, several conference rooms, coworking, workplaces for start-up entrepreneurs, and other spaces for training, meetings, and business events.

Persons potentially involved in corruption schemes: no information is available from open sources about possible accomplices.

Assets: in the declaration for 2025, Lishchuk indicated that he owns an apartment in Lutsk, in 2023 he purchased four apartments in the village of Boratyn, and also owns several land plots and non-residential premises. His wife Tetyana declared two apartments in Lutsk, 5 land plots and two residential buildings. The official's wife declared another residential building in Lutsk as an object of unfinished construction.

In addition, already during the full-scale war, Lishchuk purchased two cars: a Toyota Avensis (in 2022) and a Jaguar I-Pace (in 2024). In turn, his wife owns 6 trucks, a semi-trailer, and several cars, including: an Opel Zafira, a Ford Transit, an Opel Astra, and a Volkswagen Tiguan (purchased in 2025).

Lishchuk's income for 2025 was UAH 590,163, and his wife's was UAH 2,735,199.
