The plot of the case: in late April 2025, the chief inspector of the Department of Land Resources of the Kyiv City State Administration was caught in land corruption. He is suspected of extorting $15,000 from an entrepreneur.
As the media reports, it was Artem Lysenko, the chief inspector of the Kyiv City State Administration of Land Management.
According to the investigation, a representative of the director of a commercial firm approached the 30-year-old official with a request to extend the lease of a land plot with an area of about 1,200 square meters, located in the Desnyanskyi district of Kyiv. The suspect decided to make money and tried to "sell" the permit to lease the land plot.
The entrepreneur has been renting the specified territory for the past 10 years and, according to the terms of the contract, was supposed to use it to create a "green zone" without the right to build and fence the site. However, during the inspection, the inspector discovered improper use of the communal plot. The tenant built a building, a football field, and a parking lot on it.
To "turn a blind eye" to the violation and help with the extension of the lease agreement, the official demanded $15,000 from the company representative. The suspect was caught red-handed - while handing over a bribe.
The Kyiv City State Administration inspector was charged under Part 3 of Article 368 of the Criminal Code of Ukraine - accepting an offer, promise, or receiving an illegal benefit by an official.
He faces imprisonment for a term of up to 10 years with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years, with confiscation of property.

Assets: In his 2024 tax declaration, the official indicated that he kept $69,000 and hryvnia 450,000 in cash.
Lysenko, as an inspector of the Land Resources Department of the Kyiv City State Administration, officially earned over 572,000 hryvnias. In addition, the official declared other income: a win from the company "GAMEDEV" in the amount of 46,902 hryvnias, a non-cash gift of 229,043 hryvnias from Kateryna Lysenko, and 480,000 hryvnias from the sale of movable property.
In addition, Lysenko purchased an Audi A4 during the full-scale war.
