Case story: Lutsiuk was involved in more than one corruption scheme. In particular, in October 2023, investigators from the State Bureau of Investigation discovered undeclared property worth UAH 46.6 million in the possession of the head of the Rivne Regional TCP, Serhiy Lutsiuk. These included two houses near the Bukovel ski resort, a dacha in Yaremche, and three apartments in Ivano-Frankivsk.
As reported by the press service of the State Bureau of Investigation, investigators have established that the head of the Rivne military registration and enlistment office owns real estate and land worth over UAH 46.6 million.
This is a house with an area of 280 m2 in the village of Polyanytsia in the resort area of the Bukovel ski complex. Also, on a neighboring plot, the official was engaged in the construction of a hotel in the format of a cottage town with an area of almost 500 m2. In addition, the man rested at a dacha with an area of 316 m2 near Yaremche with a home billiards table and a pond in which he bred elite species of fish. According to documents, all this property belongs to the official's retired aunt and a third-party trustee.
In Ivano-Frankivsk, investigators found three apartments with a total area of almost 200 m2 and two garages belonging to the official. At one of the addresses, a quadcopter used by front-line soldiers was discovered and seized. Its origin will also be studied as part of the pre-trial investigation.
The difference between the value of the identified real estate and the officially confirmed earnings of the official reaches over 46.6 million UAH.
The official's involvement in real estate is confirmed by his phone conversations and correspondence. The man made decisions about construction, negotiated the cost of certain objects during the purchase, and arranged for the execution of documents for front persons.
The head of the Rivne Regional TCP was informed of suspicion under Article 368-5 of the Criminal Code of Ukraine (illegal enrichment).
On December 18, it became known that the court granted the investigators' request and ruled to transfer the specified property to the state.
In August 2024, the State Bureau of Investigation again detained the former head of the Rivne TCP, who is suspected of beating a subordinate. He was also charged with obstructing the lawful activities of the Armed Forces of Ukraine.
According to investigators, Serhiy Lutsyuk assisted conscripts in evading mobilization and military service under martial law. SBI employees detained the former head of the TCP. Later, SBI detectives established that Serhiy Lutsyuk was involved in the smuggling of fifty men abroad. On May 8, 2025, the former military commissar was charged under Part 2 of Article 28, Part 1 of Article 114-1 of the Criminal Code of Ukraine (obstruction of the lawful activities of the Armed Forces of Ukraine, committed by prior conspiracy).
On March 12, 2026, it became known that the former head of the Rivne Regional TCP is suspected of overpaying more than 800 thousand UAH during the purchase of vehicles for the army. For negligent attitude to military service, the official faces up to eight years in prison.
According to the investigation, the former head of the regional territorial center for recruitment and social support, during April-June 2023, concluded contracts for the purchase of 16 pickup trucks for the needs of the army for UAH 17.5 million.
The official did not properly control the procurement, which led to losses of over 800 thousand UAH
Law enforcement officers are not disclosing the suspect's name, but according to local media, it was Serhiy Lutsyuk, who is suspected of beating a subordinate with a bat and smuggling fifty men abroad.
The official was charged under Part 4 of Article 425 of the Criminal Code of Ukraine (negligent attitude towards military service, if this caused significant harm). The sanction of the article provides for up to eight years of imprisonment.
Persons potentially involved in corruption schemes: Open sources do not provide information about possible accomplices directly involved in corruption schemes. However, the former head of the Rivne Regional TCP and the Joint Venture Vitaliy Kozachuk is involved in the beating case.
Assets: There are no current declarations of Lutsyuk's income in open sources.
Persons who should have reacted: law enforcement agencies responded to Lutsiuk's criminal activities in a timely manner, handing him several suspicions.
Scandals: In July 2023, the State Bureau of Investigation (SBI) caught the head of the Rivne regional military enlistment office beating and humiliating a subordinate. According to the investigation, the employee wanted to intimidate a man who planned to report a violation at work. Then he beat the subordinate using a bat, while the head of the district military enlistment office filmed it on his phone. The heads of both military enlistment offices have now been detained.
The investigation is not disclosing the names of the detained officials. However, the media, citing their own sources, report that the head of the Rivne Regional Recruitment Center, Serhiy Lutsyuk, was detained.
As the press service of the State Bureau of Investigation reported, an employee and the head of the Rivne Regional TCP learned that the driver of a rifle company of one of the military units of the Rivne District Recruitment Center was planning to report their violations during service. They decided to prevent this from happening.
The head of the Rivne Regional TCP himself beat a serviceman, while the head of the district recruiting center filmed it all on his phone. The officials forced the victim to kneel and beg for forgiveness. A fragment of this video recording, in which the employee humiliates his subordinate, was published by the press service of the State Bureau of Investigation.
On July 26, SBI officers conducted six searches at the workplace, residence, and vehicles of the heads of the procurement centers. Mobile phones were found and seized, one of which belonged to the victim. A bat was found at the residence of the head of the Rivne Regional TCP, with which the man was beaten.
In addition, during a search of the head of the Rivne district military registration and enlistment office, eight packages with a white substance were seized. It was previously thought to be amphetamine. The official was detained and charged under Part 2 of Article 307 of the Criminal Code of Ukraine (illegal possession of psychotropic substances for the purpose of sale). The sanction of the article provides for up to ten years in prison.
The head of the regional recruitment center was charged with suspicion under Part 5 of Article 426-1 of the Criminal Code of Ukraine (exceeding authority). He faces up to 12 years in prison.
Subsequently, the Rivne City Court chose a preventive measure for the head of the regional military registration and enlistment office: he was sent to a pre-trial detention center for detention without the right to post bail.
In early September 2023, the State Bureau of Investigation (SBI) handed over a suspicion to an official of the Rivne Regional TCP, who supplied drugs to the head of the said military enlistment office. As the investigation established, he did not take money for this, counting instead on the favor of the military enlistment office and promotion up the career ladder. He is charged with violating Part 2 of Article 307 of the Criminal Code of Ukraine, which provides for up to ten years of imprisonment.
In August 2024, the Court of Appeal changed the preventive measure for the former head of the Rivne Regional TCP and SS Serhiy Lutsyuk, who is suspected of beating and humiliating a subordinate. The official was released from custody on bail in the amount of UAH 454,200.
