Qualification: Part 3, 4 of Article 191 of the Criminal Code of Ukraine, as well as Part 2 of Article 366 of the Criminal Code of Ukraine.

Status: 5 years of imprisonment with deprivation of the right to hold positions related to the performance of organizational, managerial or administrative and economic functions for a period of 3 years, as well as a fine of 12,750 UAH.

Case story: The Netishyn City Court sentenced the former director of the local vocational lyceum, Tetyana Maksymchuk, for embezzlement of state funds, and the entrepreneur Larisa Glowatskaya for embezzlement and forgery of documents. The defendants concluded three contracts for the supply of equipment to the educational institution with a total value of 3.7 million UAH. However, the lyceum received the goods only partially, and the agreed amount was paid to the entrepreneur in full. Thus, the director of the lyceum was sentenced to 5 years in prison, and her accomplice was given a suspended sentence.

As stated in the verdict of June 20, 2025, on December 26, 2021, the then director of the Netishyn Vocational Lyceum, Tetyana Maksymchuk, concluded three contracts with local entrepreneur Larisa Glowatskaya for the supply of equipment for the training and practical center in the amounts of UAH 2,538,000, UAH 762,390, and UAH 465,070.

The entrepreneur did not fulfill any of the contracts on time and in full. However, on December 28, 2021, the head of the lyceum entered false data on the receipt of all the goods into official documents. On their basis, Larysa Glowatska illegally received the amounts specified in the contracts from the state budget. In total, she embezzled UAH 533,000.

In addition, in November of the same year, Tetyana Maksymchuk concluded a contract with another entrepreneur for the supply of a passenger car worth UAH 463,000, which he did not have in stock. In the expense invoice, she indicated that the lyceum had allegedly accepted a Renault Lodgy car. Based on the forged documents, the individual entrepreneur received the entire agreed amount.

During the trial, the defendants pleaded not guilty. They assured that on December 28, all the equipment was delivered to the lyceum, the head personally checked its availability and signed the acceptance and transfer certificates, and the individual entrepreneur received money for the delivery. However, since the lyceum premises were unfinished, the goods were not shipped, but were transferred to the entrepreneur for safekeeping. In January 2022, she returned part of the equipment, and reimbursed the cost for the rest. At the request of the lyceum, the money for the car was allegedly also returned.

Judge Oleksiy Tomilin found Tetyana Maksymchuk guilty of embezzlement of property through abuse of official position, committed repeatedly, in prior conspiracy and on a large scale (Parts 3, 4 of Article 191 of the Criminal Code of Ukraine), as well as of forgery of official documents, which caused grave consequences (Part 2 of Article 366 of the Criminal Code of Ukraine) and sentenced her to 5 years in prison with deprivation of the right to hold positions related to the performance of organizational, managerial or administrative and economic functions for a period of 3 years, as well as a fine of UAH 12,750.

Persons potentially involved in corruption schemes: businesswoman Larysa Glowatska. She was found guilty of misappropriation of another's property, committed by prior conspiracy and on a large scale (Parts 3, 4 of Article 191 of the Criminal Code of Ukraine) and of drawing up and issuing a knowingly forged official document by a private entrepreneur, committed repeatedly (Parts 2, 3 of Article 358 of the Criminal Code of Ukraine), but was released from the main punishment and assigned a three-year probationary period.

Assets: in the 2020 declaration, Maksymchuk indicated 5 land plots, an apartment, a residential building, as well as UAH 273,008 in salary.
