Martsenyuk's income for the same year was UAH 1,053,491. He declared UAH 200,000 in cash.


Scandals: at the end of February 2026, it became known that Volodymyr Martsenyuk, the director of the municipal enterprise "Lutskspecskomuntrans", had been submitting declarations for several years in which he did not indicate housing, land plots, family members, or other assets. This was reported by journalists of the publication "The Power of Truth", who conducted their own investigation.
Volodymyr Martsenyuk has headed Lutskspeckomuntrans since 2021. The municipal enterprise is engaged in the removal of solid household waste, sanitary cleaning, and winter maintenance of Lutsk streets. The institution's annual turnover is about UAH 170 million, and it employs over 300 employees.
Before heading Lutskspeckomuntrans, the official worked in business for almost 20 years. He had his own international transportation business, was the director of the joint Ukrainian-Irish enterprise Romgaz, and headed the service department of the Ukrainian-Polish enterprise Modern-Expo.
In the declaration for 2024, the head of the enterprise indicated over UAH 1 million in wages, a 2000 Nissan Patrol car, and UAH 200,000 in cash. He did not indicate any other property or objects of use.
Earlier, in a comment to journalists, Martsenyuk explained the lack of real estate in the declaration by the fact that he lives with his parents and does not have his own home. However, neighbors claim that the official occasionally visits his parents, but definitely does not live with them.
At the same time, journalists established that in 2013 he purchased a house in the village of Hai-Moshenka, Okhtyrsky district, Sumy region. In addition, according to investigators, Martsenyuk lives in an apartment in the center of Lutsk with an area of 166 m², which belongs to Vyacheslav Shevchuk, the father of the official's cohabitant, Tetyana Shevchuk. Martsenyuk previously mentioned her in his declarations, but in 2025 the record about her disappeared.
Vyacheslav Shevchuk confirmed to journalists that the apartment belongs to him, and Martsenyuk can use it. Also, in 2021, Shevchuk registered a 2017 Mazda CX-5, which, according to the investigation, is used by the director of the enterprise.
In December 2020, Tetyana Shevchuk, together with her father, founded Hazelnut Farm LLC. The contact number in the register is Volodymyr Martsenyuk's phone number. The enterprise is engaged in hazelnut cultivation in the village of Pustomyty, Horokhiv community. According to journalists, in 2018–2020, Tetyana Shevchuk purchased 14 land plots there with a total area of over 20 hectares.
At the same time, according to local residents, Volodymyr Martsenyuk is the one who takes care of the plantation, while the official owner is rarely seen there. Pustomyty village head Yaroslav Zelensky said that the official comes once every two to three weeks, does business and helps his native village as a patron.
Next to the hazelnut plantation, Tetyana Shevchuk also bought the property of a former brick factory, which cost her over 300 thousand hryvnias. Last year, she also received voucher support from the local budget for the development of agrarian business in the amount of 100 thousand hryvnias, of which she used 72 thousand hryvnias to purchase equipment.
Journalists note that the plantations are already bearing fruit. According to their calculations, given the area of plantations and average yield, the possible sales volume could be at least 3.6 million UAH per year.
When asked about the lack of information about housing and property use in the declaration, Volodymyr Martsenyuk replied that his declaration has been made public and he will not provide additional comments.
The lawyer of the Anti-Corruption Center Oleksiy Boyko, in a comment to "The Power of Truth", noted that the declarant is obliged to reflect the property that he uses for at least half of the reporting year or in the last month of the reporting period. The declarations are checked by the National Agency for the Prevention of Corruption and law enforcement agencies. According to Oleksiy Boyko, if the value of the property that was hidden is from half a million hryvnias, this entails administrative liability. If the amount exceeds 2.3 million hryvnias, a criminal case may be initiated.
