Case story: On March 13, 2026, the SSU, together with prosecutors, reported suspicions to two officials of the Lviv City Council: Deputy Director of the Housing and Utilities Department - Head of the Engineering Department Iryna Maul and former Chief Accountant of the Municipal Enterprise "Repair and Emergency Enterprise", who currently works as a leading specialist in the water supply department of the Housing and Infrastructure Department of the City Council, Maria Datskiv, for obstructing the activities of the Armed Forces of Ukraine. According to the SSU, the officials are involved in the fictitious employment of at least 20 men liable for military service in a communal repair and emergency enterprise.
As reported by the SSU and the Lviv Region Prosecutor's Office, the now former director of a utility company organized a scheme to fictitiously employ conscripts in order to book them and avoid mobilization. To implement the plan, she involved her subordinate, the chief economist of the utility company.
According to law enforcement, the economist entered unreliable data into the financial statements about the time allegedly worked by the evaders and charged them wages.
It is currently documented that seven men aged 29 to 46 (at the time of registration of employment relations) were fictitiously employed between April 2024 and August 2025. Four of them were listed as janitors, two as drivers, and one was a plumber.
According to the SSU, in total, the women involved helped at least 20 men avoid mobilization.
In fact, the men in question did not go to work at the utility company, as they worked in other fields: as a spare parts seller, driver, photographer, medical device sales consultant, truck driver across Ukraine, and service station director. At the same time, the men regularly transferred part of the salary received at the utility company to the bank accounts of the director and financier.
The former deputy director of a municipal enterprise was reported on suspicion of organizing obstruction of the lawful activities of the Armed Forces of Ukraine (Part 3 of Article 27, Part 1 of Article 114-1 of the Criminal Code of Ukraine), and the former chief accountant of the same enterprise was reported on suspicion of aiding and abetting obstruction of the lawful activities of the Armed Forces of Ukraine (Part 5 of Article 27, Part 1 of Article 114-1 of the Criminal Code of Ukraine).
The court chose preventive measures for them in the form of detention with the alternative of paying bail. The prosecutor's office clarified that the bail was set at over 200 thousand UAH each. The issue of removing the officials from their positions in the Lviv City Council is being resolved.
Persons potentially involved in corruption schemes: former chief accountant of the LCE "Repair and Emergency Enterprise", who currently works as a leading specialist in the water supply department of the Department of Housing and Infrastructure of the City Council, Maria Datskiv.
Assets: in the declaration for 2025, Iryna Maul indicated that she owns three apartments in Lviv (one of them is in joint partial ownership), non-residential premises, and two land plots. It is worth noting that two apartments and land plots appeared in Maul in 2024.
In addition, in 2023, the official purchased a Mazda CX-5 car worth 1 million hryvnias.
Maul's income for the same year was 952,511 hryvnias.
The official did not declare her own financial assets, but her husband kept $5,000 and €7,000 in cash.
Persons who should have reacted: law enforcement agencies responded to the corruption scheme in a timely manner, charging all its participants with suspicion.
Scandals: Before the corruption scheme, she was not seen as a figure in other scandals.
