"Volunteer Scheme" by Volodymyr Maybozhenko

Position: former head of the Brovary District State Administration.

Qualification: the actions are qualified under Part 3 of Article 332 and Part 1 of Article 114-1 of the Criminal Code of Ukraine - organization of illegal border crossing and obstruction of the activities of the Armed Forces of Ukraine.

Case plot: in April 2025, the former head of the Brovary District State Administration, Volodymyr Maybozhenko, who in 2024 committed a high-profile traffic accident while heavily intoxicated, received new suspicion - this time in the case of illegal trafficking of men abroad

Maybozhenka is charged under Part 3 of Article 332 and Part 1 of Article 114-1 of the Criminal Code of Ukraine — organizing illegal border crossing and obstructing the activities of the Armed Forces of Ukraine. Along with him, the director of one of the charitable organizations also appears in the case, who has been declared suspicious under Part 3 of Article 332 of the Criminal Code of Ukraine.

According to the investigation, both defendants, during the martial law, organized a scheme that allowed conscripted men to travel outside Ukraine under the guise of volunteers.

In turn, the director of the charitable organization received money from the men for such a service, part of which was spent on purchasing previously agreed-upon material assets for the ex-owner, with whose assistance their data was entered into the “Shlyakh” system under the guise of volunteers delivering humanitarian aid to Ukraine.

Over 100 people left Ukraine in this way during the year.

The former head of the Brovary Regional Administrative District, Volodymyr Maybozhenko, and his accomplice were charged with obstructing the activities of the Armed Forces of Ukraine and illegally smuggling people across the border. The court chose for them a preventive measure in the form of detention.

Both defendants were given a preventive measure of detention.

Persons potentially involved in corruption schemes: along with Maybozhenko, the case also includes the director of one of the charitable organizations, who has been declared suspicious under Part 3 of Article 332 of the Criminal Code of Ukraine.

Assets: in his 2024 tax return, Volodymyr Maybozhenko indicated that he owns two residential buildings, 5 land plots, and also rents an additional land plot. Maybozhenko owns part of these properties jointly with other relatives.

The former official also declared a Volvo 90XC car worth UAH 1,946,230.

Maibozhenko's income for the same year was UAH 612,966. The ex-official declared $7,000 in cash.

Persons who should have reacted: law enforcement agencies responded to Maybozhenko's corrupt activities in a timely manner.

Scandals: On April 26, 2024, on one of the streets in Brovary, a car failed to stop at a traffic light at an intersection, drove onto the side of the road, and hit pedestrians. Three adults and a child were injured.

The driver of the car was the head of the Brovarsky District State Administration, Volodymyr Maybozhenko. According to police, a Draeger device at the scene of the accident showed that the driver was drunk. He was detained.

The Kyiv Regional Administrative Organization stated that such behavior of an official is unacceptable and Maybozhenko will be dismissed from his post. On April 27, Zelensky's order to dismiss Maybozhenko from the post of head of the Brovary Regional State Administration appeared on the website of the President's Office.

Also on April 27, he was charged with violating traffic safety rules by a person driving a vehicle while intoxicated.

Initially, the Brovarskyi District Court ruled to fine Maybozhenko 34,000 UAH and to disqualify him from driving for three years. In addition, the former employee was ordered to pay 31,000 UAH for forensic examinations and other court costs.

Subsequently, the Brovary City District Court released from custody on personal recognizance the former head of the Brovary District State Administration, Volodymyr Maybozhenko.

During the court hearing, the suspect admitted his guilt and noted that he paid money for treatment to two of the four victims. In turn, the victims' mother and daughter noted that no money was reimbursed for 5 months, and only promises were made by the accused. They added that they paid for all the treatment and rehabilitation themselves.

Volodymyr Maybozhenko appealed that he is currently an unemployed pensioner, so he only receives a pension. The former head of the RVA requested his release from custody in order to fully reimburse the victims for their treatment and rehabilitation. However, he noted that he did not ask for an apology from the victims, as this could be considered pressure.

Ultimately, the judge of the Brovary City District Court ordered Volodymyr Maybozhenko to be released from custody on personal recognizance.
