The plot of the case: in August 2025, the head and deputy of the Verkhovyna village council were detained in the Prykarpattia region, suspected of illegally transferring a land plot. As investigators established, the head of the village, together with a deputy of the same council, demanded an 8 thousand dollar bribe from a businessman for concluding a lease agreement for a land plot for conducting business activities and obtaining permission to establish a small shop on it.
The officials knew that during the martial law period, the placement of any structures on this site was prohibited. "To implement the illegal scheme, the defendants approved at a session of the village council the project documentation for the development of which the person had allegedly already been granted permission, approval of the lease of the above-mentioned land plot to a local resident, as well as the subsequent adoption of a decision by the executive committee of the village council to place a temporary structure for conducting business activities," the report says.
After that, they planned to conclude a sublease agreement with the entrepreneur, which would allow them to circumvent the established ban.
At the same time, the head of the village council did not inform the council and members of the executive committee about the impossibility of adopting relevant decisions, but on the contrary assured that there were no reservations.
The head and deputy of the Verkhovyna village council were detained for receiving an illegal demand in a large amount in a prior conspiracy by a group of persons (Part 3 of Article 368 of the Criminal Code of Ukraine).
The issue of declaring them under suspicion and serving them with reports of committing offenses related to corruption (Parts 1, 2 of Article 172-7 of the Code of Administrative Offenses) is being resolved upon the fact of issuing orders to award bonuses to close persons in conditions of a real conflict of interest.

Assets: Vasyl Mytskaniuk owns the following real estate: 1 residential building in Verkhovyna on 208 m², 3 land plots in the village of Verkhovyna and the village of Bystrets on 3492 m², 1555 m² and 1000 m², 2 unfinished constructions in the form of outbuildings on 118.7 m² and 76 m². His wife Sofia owns slightly less property: 3 land plots in Verkhovyna on 953 m², 700 m² and 566 m², a non-residential building on 172.6 m², a fence (outbuilding) on 24 m².
Also in 2022, his wife purchased a 2021 HAVAL H6 car, which cost her 809,901 hryvnias, according to the data provided, and his salary for work in the village council was 547,850 hryvnias.
Additionally, he received 149,819 hryvnias in pension and 1,000 hryvnias from the Ivano-Frankivsk Regional Organization of the Trade Union of State Institution Employees of Ukraine, PIK reports. The community head's cash savings amount to 380,000 hryvnias. He also has 10,245 hryvnias in his bank account at Oschadbank.
The official's wife, Sofia Mytskanyuk, working at JSC Oschadbank, earned 572,294 hryvnias in 2024. In addition, she received 163,792 hryvnias in pension.










Persons who should have reacted: in the case of Mytskanyuk, law enforcement officers reacted in a timely manner.
