The plot of the case: in early October 2025, the mayor of Vyshhorod, Oleksiy Momota, and the director of the contracting organization were informed of suspicion of embezzlement of over UAH 6.6 million.
In Vyshgorod, law enforcement officers uncovered the embezzlement of budget funds during the purchase of two excavators and the performance of work on the current repair of a storm sewer sump on one of the city streets.
As noted, suspicion was declared for misappropriation of budget funds through abuse of official position (Part 5, Article 191 of the Criminal Code of Ukraine).
It is known that the current mayor of Vyshgorod is Oleksiy Momot, who has held the position since 2015.
As noted by the prosecutor's office, in the first months of the full-scale Russian invasion, city council officials, under the pretext of meeting the needs of the volunteer formation, organized the purchase of two backhoe loaders worth UAH 7.8 million.
According to one fact, Momot concluded and signed a contract for the purchase of two excavators worth UAH 7.8 million for the needs of the city council. The cost of each unit of equipment was artificially overstated by more than UAH 800,000.
Despite this, the acceptance and transfer certificates were signed, and the funds from the local budget were transferred. In fact, the equipment arrived only a few months later and was then credited to the balance of the communal enterprises. As a result of such actions, the community budget suffered losses of over 1.6 million UAH.
In another episode, the same contractor was carrying out routine repairs to a storm sewer sump on one of the streets of Vyshgorod - in order to seize budget funds, fictitious information was entered into the acts of work performed.
According to the investigation, the mayor, knowing full well that the contract work had not been completed, signed the acceptance certificates and initiated the transfer of funds to the contractor. Thus, over 5 million UAH from the local budget was illegally transferred to the company's account.
Subsequently, the Sviatoshynskyi District Court of Kyiv imposed a preventive measure on Vyshgorod Mayor Oleksiy Momot on suspicion of misappropriating 6.6 million hryvnias during the purchase of two excavators and the repair of a storm sewer sump. Momot was assigned a personal bond until December 15. The court also began considering a petition to remove Oleksiy Momot from the position of Vyshgorod Mayor.
Also, the Sviatoshynskyi District Court of Kyiv suspended the mayor of Vyshgorod, Oleksiy Momot, from his position until November 16.
Individuals potentially involved in corruption schemes: In addition to Momota, a contractor is also involved in the scheme, but his name is not disclosed.
Assets: the head of the community noted that he and his wife, Natalia Momot, jointly own a 60 sq. m. apartment in Vyshgorod (70% of the housing belongs to his wife), and his daughter and another wife – Karina Momot and Maryna Stupnyk – share a residential building with an area of 279.5 sq. m. In 2024, Oleksiy Momot acquired another housing unit registered only for him – a residential building of 124.9 sq. m. in the village of Khotyanivka.


He owns, in particular, two cars: a Toyota Camry (2015) and a TESLA MODEL S (2016).

In 2024, Momot's income, according to the declaration, amounted to over 1.4 million hryvnias - and is purely salary income. In addition, Oleksiy Momot declared another 28 thousand dollars and 400 thousand hryvnias in cash.

Persons who should have reacted: law enforcement agencies responded to Momota's criminal activities in a timely manner, handing him a suspicion.
Scandals: According to media reports, the mayor of Vyshgorod hid his criminal record from voters in his autobiography. The scandal is related to the events of 1997-1998, when the future mayor was convicted under Article 140 of the Criminal Code (theft with penetration into a dwelling), receiving a suspended sentence of three years in prison. A year later, he received five years under this article and was sent to serve his sentence in the Kryukivska correctional colony (Poltava region).
In 2001, Momot was released under an amnesty. His criminal record was expunged and he was legally eligible to run for office.
Another scandal involving the name of the city mayor occurred in 2016. The mayor of Vyshgorod was accused and detained on suspicion of receiving a bribe.
The arrest shook the city. Local residents believed that the mayor had been unfairly accused and that the case had been fabricated. They believed that Momota was being removed from office.
Oleksiy Viktorovych claimed that his detention was influenced by individuals who did not like the actions of the city council related to the return of land to the city.
Despite the outrage of local residents, the court decided to keep Momot in custody for two months or post bail of 5 million hryvnias. After posting bail, the mayor was released from pre-trial detention, and a week later Momot was removed from office.
